Ministry of Agriculture: Striving for Winter and Spring Vegetable Self-Sufficiency in Large and Medium-Sized Cities in Northern China by 2020

On October 22, the Ministry of Agriculture held an on-site meeting on facility vegetable production in northern China in Chaoyang, Liaoning. The meeting proposed that, on the basis of coordinating the development of winter facility vegetables in northern cities with the construction of bases for transporting vegetables from the south to the north, efforts should be made to achieve a winter and spring vegetable self-sufficiency rate of more than 50% in large and medium-sized cities in northern China by 2020, and to further improve the quality and safety level and commercial grade of facility vegetable products.
The meeting emphasized that future project implementation must strengthen responsibility implementation, supervision and inspection, technical guidance, and publicity and guidance, ensure that all target tasks are completed on time and with quality, and ensure that the facility vegetable pilot projects achieve practical results. Five areas of work should be focused on. First, continue to carry out pilot development of facility vegetables in large and medium-sized cities. In the pilot areas, the “six modernizations” should be achieved first, namely standardized production, intensive seedling cultivation, green prevention and control, harmless cultivated land, integrated water and fertilizer, and regular training and guidance, so as to improve production levels and enhance self-sufficiency capacity. Second, vigorously promote the standardization of facility types, planting models, and quality management. Third, optimize the structural layout of vegetable production, build a reasonable transportation radius, and improve the supply capacity of vegetables in the off-season. Fourth, promote the connection between vegetable production and sales, focusing on linking production area markets with sales area markets, actively promote direct farm-to-supermarket connection, and gradually form a modern circulation model of cooperatives + distribution centers + direct sales outlets; build a production and sales information network, accelerate the construction of a facility vegetable information service platform, establish a multi-level and complete facility vegetable information network service station, and organically connect farmers, markets, and consumers. Fifth, improve the level of industrialized operation, focusing on supporting a number of professional cooperative organizations with sound mechanisms, prominent roles, and relatively large scale, building a number of facility vegetable seedling breeding centers, and supporting a number of specialized service organizations for plant protection and agricultural machinery; build a display and promotion platform for facility vegetable products, increase publicity, enhance product brand awareness, and increase market share.
It is reported that in the past 3 years, the Ministry of Agriculture has carried out pilot development of winter and spring facility vegetables in large and medium-sized cities in northern China in 10 provinces (regions), namely Hebei, Shanxi, Inner Mongolia, Liaoning, Jilin, Heilongjiang, Shaanxi, Gansu, Ningxia, and Qinghai, basically achieving 100% use of pollution-free production materials, 100% factory-grown seedlings, 100% green pest and disease control, 100% commercialized product processing, 100% branded sales, and 100% compliance with national food safety standards. The average winter vegetable self-sufficiency rate reached 45%, and the average annual output value per mu of solar greenhouses reached 33,000 yuan, significantly increasing farmers' income.
