Recently, Premier Li Keqiang of the State Council chaired a symposium on the economic situation with heads of some provinces (autonomous regions and municipalities), and pointed out at this symposium that new-type urbanization is a huge potential and advantage of China's economy.

And at the end of September, when Premier Li Keqiang inspected Henan, he specifically pointed out that new-type urbanization and agricultural modernization should complement each other, and proposed that agricultural modernization is an important way to solve the “three rural issues”.

Agricultural modernization can realize the modernization of agricultural production means, the industrialization of business methods, and the intensification of growth methods, improve agricultural production efficiency, and promote sustainable agricultural development. In the process of agricultural modernization, a large number of modern farmers who understand the market and technology can be cultivated, the technological content and marketization degree of agricultural products can be improved, and farmers' incomes can be increased. Developing modern agriculture can achieve the joint progress of agricultural development and ecological protection, accelerate the process of new rural construction, and present a new rural appearance.

In the next five years, in order to solve the existing “three rural issues” and to match the new-type urbanization that continues to deepen and develop, agricultural modernization will be the main line of agricultural policy in the “13th Five-Year Plan”.

It is understood that when President Xi Jinping conducted research in Zhejiang, he once pointed out that during the “13th Five-Year Plan” period, obvious breakthroughs should be made in accelerating the pace of agricultural modernization and other aspects. While stabilizing the output of grain and important agricultural products and ensuring national food security and the effective supply of important agricultural products, we should accelerate the transformation of agricultural development methods, accelerate the pace of agricultural technological innovation, and embark on a path of modern agricultural development that is intensive, efficient, safe, and sustainable.

During the “13th Five-Year Plan” period, under the main line of agricultural modernization, combined with “smart manufacturing” and “Internet+”, which are important new drivers of China's economic growth, we can focus on the smart manufacturing upgrade of agricultural machinery and equipment and the transformation of circulation methods driven by “Internet+”. At the same time, it is expected that this will be a key support direction of the 2016 Central Document No. 1.

With the “13th Five-Year Plan” taking agricultural policy as the main line, related enterprises in industries such as rural e-commerce, rural logistics, agricultural machinery and equipment, rural finance, and leisure agriculture will directly benefit. Low technological content and extensive growth methods are one of the main problems currently facing China's agricultural development, and the state may introduce multiple policies to promote the development of agricultural machinery and equipment manufacturing.

Rural e-commerce is an opportunity for agricultural products to realize the integration of production and sales, and rural e-commerce is expected to become an intensive support target of agricultural policy. The development level of industries such as agricultural product processing and agricultural finance is relatively lagging behind, and is also an important hindering factor in the process of China's agricultural modernization. The integration of primary, secondary, and tertiary industries in rural areas may become a key support direction of agricultural policy.
