Autumn grain purchase and storage carried out effectively, in an orderly and vigorous manner; the Ministry of Finance makes arrangements
The Ministry of Finance recently released a statement saying that, as the autumn grain purchase in Northeast China is about to be fully launched, the Ministry of Finance will join with relevant departments to further improve relevant policy measures and ensure that autumn grain purchase and storage is carried out effectively, in an orderly and vigorous manner.
Recently, Vice Minister of Finance Liu Kun traveled to Heilongjiang, Jilin and other places to conduct research on this year's autumn grain purchase and storage preparations, as well as grain storage facilities, scientific grain storage, and intelligent construction. He said that finance departments at all levels should conscientiously implement the State Council's decisions and arrangements on doing a good job in the 2015 autumn grain purchase work, learn from the practices of the previous two years, take proactive action, strengthen communication and coordination, study and formulate policy measures as early as possible, and focus on making room in warehouses and reducing inventories, so as to ensure that this year's autumn grain is purchased and stored in warehouses in a timely manner and that farmers do not encounter the problem of “difficulty selling grain”.
It is reported that the Ministry of Finance, together with relevant departments, has carried out a series of work in areas such as policy-based grain and oil auction sales, subsidies for processing enterprises, construction of simple storage facilities, inter-provincial warehouse transfers, and the allocation of interest and expense subsidies for grain and oil. In particular, given the relatively tight situation in the central government's fiscal revenue and expenditure, it recently pre-allocated 23.8 billion yuan in subsidy funds for interest and storage expenses for policy-based grain and oil for the first quarter of next year, to support Sinograin in actively securing purchase funds and strengthening warehouse storage and preservation.
