Recently, Vice Minister of Agriculture Zhang Taolin conducted a special study tour in Shandong Province and Jiangsu Province on the informatization of agricultural technology extension services. He stressed that agriculture should have the wings of science and technology, and agricultural technology extension services should have the wings of informatization, to further enhance the effectiveness of agricultural technology extension services and promote online-offline coordinated services.

During the study tour, Zhang Taolin went to the Shandong Academy of Agricultural Sciences, Hongchuan Town in Juancheng County of Heze City, Yun Farm in Jiaxiang County of Jining City, Dagang Town in Yandu District of Yancheng City in Jiangsu Province, and Duotian Town in Xinghua of Taizhou City, among other places, to learn in detail about the informatization of agricultural technology extension services in the two provinces, and expressed appreciation to grassroots agricultural technology extension personnel.

⟦NL> Zhang Taolin pointed out that the rapid development of “Internet Plus Agriculture” has created opportunities and conditions for the informatization of agricultural technology extension services, and work on the informatization of agricultural technology extension services must be accelerated. First, there must be the courage to innovate and explore, and top-level design must be done well. At present, various entities are highly motivated to participate in the informatization of agricultural technology extension services, and localities have explored many good experiences and good practices. In the construction of informatization projects for agricultural technology extension services, top-level design and systematic planning must be strengthened. It is necessary both to do a good job in the big data construction and cloud computing function development of the national agricultural science and technology service cloud platform, and to do a good job in connecting with local platform ports and in information transmission, so as to achieve interconnection under the national overarching platform, and to guide localities in building regional platforms well. Second, resource integration must be strengthened, and joint collaboration must be encouraged. The national overarching platform should actively absorb various entities willing to contribute to extension informatization to participate in platform construction and services in multiple ways, especially strengthening joint collaboration with relevant departments in areas such as data standardization and the research and development of standardized storage and transmission functions, and continuously improve and perfect the national overarching platform according to the actual needs of grassroots agricultural technicians and farmers. Third, the organic integration of agricultural science and education work must be promoted. In the construction of the national platform and local platforms, the overall coherence and coordination of the work must be further improved, and the informatized management and service work of the agricultural science and technology innovation system, the industrial technology system, the grassroots agricultural technology extension system, and the new-type professional farmer cultivation project must be combined and considered as a whole. The standardized research and development work of various types of science and technology, extension, and education information, data, and software must be planned ahead and systematically designed. Through platform construction, experts from research institutes and universities must be effectively helped to actively participate in agricultural technology extension service work, so that farmers truly obtain precise, timely, and full-process advisory services.
