Chongqing Business Daily News Yesterday, the Seminar and Exchange Meeting on Inland Fisheries and Public Security Law Enforcement Cooperation and Promoting the “Connection of the Two Laws” was held at Yutong Hotel in our city. During the meeting, the Fisheries Supervision and Management Office of the Yangtze River Basin of the Ministry of Agriculture, together with the Yangtze River Shipping Public Security Bureau of the Ministry of Transport, signed the "Law Enforcement Cooperation Agreement" and jointly issued the "Interim Provisions on the Transfer of Cases Involving Illegal Fishing Crimes in the Yangtze River."

The meeting emphasized that fisheries agencies at all levels should actively strengthen communication and coordination with local public security and judicial departments, straighten out the linkage mechanisms for case filing, investigation, transfer, prosecution, and trial of fisheries-related cases, promote smooth linkage between fisheries law enforcement and criminal justice, and safeguard water ecological security and safe production order.

The meeting also discussed improving the institutional mechanisms and work standards for the linkage between fisheries law enforcement and criminal justice (abbreviated as the “Connection of the Two Laws”). By strengthening fisheries and public security law enforcement cooperation and establishing and improving the institutional mechanisms for the “Connection of the Two Laws,” the overall synergy of administrative law enforcement agencies and judicial agencies can be fully brought into play, and criminals involved in fisheries-related violations and crimes can be punished more effectively.
