Vice Minister of Agriculture Zhang Taolin stressed at the Symposium on Agricultural Credit Guarantee for Seven Southern Provinces (Regions):
Accelerate the establishment of provincial agricultural credit guarantee institutions to effectively solve the problems of “difficult and expensive loans”
On October 31, the Ministry of Agriculture held a symposium on agricultural credit guarantee for seven southern provinces (regions) in Guangzhou, Guangdong Province. Vice Minister of Agriculture Zhang Taolin stressed that establishing a dedicated national agricultural credit guarantee system through fiscal capital injection is a decision of the central government, an important lever for promoting the transformation of agricultural development modes and structural adjustment, building modern agriculture, and making new agricultural business entities bigger and stronger, and also a major measure in the reform of the national fiscal and taxation system and the reform of fiscal support policies for agriculture. All localities must, in strict accordance with the target requirements, time limit requirements and model requirements, establish their own provincial agricultural credit guarantee systems to effectively solve the problems of “difficult and expensive loans”.
Zhang Taolin pointed out that modern agriculture needs financial support, and new agricultural business entities look forward to financial services. From practice, through the bridge of agricultural credit guarantee and by implementing “bank-guarantee” and “government-bank-guarantee” cooperation, the integration of fiscal and financial support for agriculture has been achieved. In specific work, the following points must be grasped well: First, attach great importance and take the initiative to act, with priority on accelerating the establishment of provincial agricultural credit guarantee institutions. Agricultural departments must accelerate the transformation of concepts, formulate plans in accordance with the Guiding Opinions on Fiscal Support for Establishing an Agricultural Credit Guarantee System jointly issued by the Ministry of Finance, the Ministry of Agriculture and the China Banking Regulatory Commission, and fully accelerate progress. Second, adhere to the particularity of agricultural credit guarantee institutions and the basic principles for their establishment, and ensure that the direction of creation and development does not deviate. It is necessary to adhere to the characteristics of policy orientation, independence and focus, do a good job at the passes of organizational structure, business direction and project screening, and ensure that agricultural credit guarantees truly serve agriculture. Third, proceed from the overall situation and take a long-term view, cooperate actively, step into position proactively, and ensure the steady advancement of the guarantee system. All localities must set up working teams for building the agricultural credit guarantee system, strengthen the study of financial knowledge, introduce specialized talent, and establish smooth communication mechanisms with fiscal departments.
Zhang Taolin also visited Xinhui Chenpi Village in Jiangmen City to investigate the integration of the primary, secondary and tertiary industries in rural areas and financial support for agriculture, and held a symposium in Jiangmen City to hear about the pilot situation of “government-bank-insurance”. Zhang Taolin fully affirmed Guangdong Province's exploration of using fiscal measures to promote financial support for agriculture. He pointed out that it is necessary to continue exploring and summarizing the operational model and operating mechanism of “government-bank-insurance”, link upper and lower levels, form a joint force, and realize the “trinity” of agricultural industry policy, fiscal policy and financial policy, so as to provide strong support for modern agriculture construction.
