Xinhua News Agency, Beijing, November 2 dispatch: The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council recently issued a document, proceeding from improving the systematic, holistic and coordinated nature of rural reform, focusing on five major areas, to further advance deepening rural reform.

This document, titled "Comprehensive Implementation Plan for Deepening Rural Reform," is divided into 4 parts, including overall requirements, task goals, and the key areas and major measures on which deepening rural reform should focus.

The plan points out that rural reform is highly comprehensive, and advancing on a single front is unlikely to be effective; it is necessary to establish systematic thinking and do a good job in overall planning and top-level design. It is necessary to identify the key point that affects the whole situation and the principal contradiction, and further improve the scientific nature of rural reform decision-making.

The plan points out that comprehensively deepening rural reform involves the economy, politics, culture, society, ecological civilization and grassroots Party building, and involves various forms of ownership economic entities in rural areas. At present and for some time to come, deepening rural reform should focus on 5 major areas: the rural collective property rights system, the agricultural operation system, the agricultural support and protection system, the institutional mechanisms for integrated urban-rural development, and the rural social governance system.

The plan points out that by 2020, the protection systems for various forms of ownership economy in rural areas, especially the ownership rights of rural collective assets, farmers' land contractual management rights and farmers' property rights, will be more complete; the new agricultural operation system, agricultural support and protection system, agricultural socialized service system, agricultural science and technology innovation system, and rural financial system suited to the characteristics of agriculture and rural areas will be more sound; the institutional mechanisms for integrated urban-rural economic and social development will be basically established; the rural social governance system and rural grassroots organizational system will be more complete; farmers' democratic rights will be better safeguarded; agriculture and rural area laws and regulations will be further improved and strengthened; the level of grassroots rule of law in rural areas will be further raised; the level of agricultural modernization and farmers' living standards will be further raised; and rural economic and social development will be more vibrant.
