Xinhua News Agency, Beijing, November 2 (Dispatch) - The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council recently issued a document focusing on five major areas to further advance the deepening of rural reform, proceeding from improving the systematic, holistic and coordinated nature of rural reform. This document was released with authorization by Xinhua News Agency on the 2nd.

This document, titled "Comprehensive Implementation Plan for Deepening Rural Reform," has a full text of approximately 12,400 characters and is divided into 4 parts, including overall requirements, task objectives, and the key areas and major measures for deepening rural reform.

The plan points out that rural reform is highly comprehensive, and advancing on a single front is unlikely to be effective; it is necessary to adopt systematic thinking and carry out overall planning and top-level design. It is necessary to identify the key issue and the principal contradiction that affect the whole situation with a single move, and further improve the scientific nature of rural reform decision-making.

The plan points out that comprehensively deepening rural reform involves fields such as the economy, politics, culture, society, ecological civilization and grassroots Party building, and involves various forms of ownership entities in rural areas. At present and for a period to come, deepening rural reform must focus on 5 major areas: the rural collective property rights system, the agricultural operation system, the agricultural support and protection system, the institutional mechanisms for integrated urban-rural development, and the rural social governance system.

⟦NL> The plan points out that by 2020, the protection systems for various forms of ownership economies in rural areas, especially the ownership rights of rural collective assets, farmers' land contractual management rights and farmers' property rights, will be further improved; the new agricultural operation system, agricultural support and protection system, agricultural socialized service system, agricultural science and technology innovation system, and rural financial system suited to the characteristics of agriculture and rural areas will be further improved; the institutional mechanisms for integrated urban-rural economic and social development will be basically established; the rural social governance system and rural grassroots organizational system will be further improved; farmers' democratic rights will be better safeguarded; agricultural and rural laws and regulations will be further improved and strengthened; the level of the rule of law at the rural grassroots level will be further raised; the level of agricultural modernization and farmers' living standards will be further enhanced; and rural economic and social development will be more vigorous.

The plan clarifies seven principles for reform: uphold the common development of multiple forms of ownership economies in rural areas, uphold and improve the basic rural operation system, uphold the direction of socialist market economy reform, uphold the protection of farmers' rights and interests, uphold overall coordination, uphold gradual progress and piloting first, and uphold the Party's leadership over the work related to “agriculture, rural areas and farmers”.
