Permanent Basic Farmland Designation Work Receives Joint Supervision from the Ministry of Land and Resources and the Ministry of Agriculture
In order to further advance the work of designating permanent basic farmland, the Ministry of Land and Resources and the Ministry of Agriculture recently jointly issued the "Notice on Carrying Out Supervision of Permanent Basic Farmland Designation Work," deciding to establish a joint supervision team to conduct comprehensive guidance and oversight of permanent basic farmland designation work in all provinces (regions, municipalities) and 106 key cities. The supervision work is planned to be fully completed before the end of November.
⟦NL> It is reported that since the comprehensive deployment of permanent basic farmland designation work in January of this year, all localities, in accordance with the work arrangements and requirements of the two ministries, have solidly carried out permanent basic farmland designation work around cities and achieved positive progress. However, problems also exist, such as insufficient understanding, uneven work progress, and unsatisfactory designation results.
This supervision is based on the principle of "grasping both ends and driving the middle," and will comprehensively inspect the level-by-level deployment of work and designation progress in all provinces (regions, municipalities), urging local authorities to further raise awareness, change their mindset, and promote the full implementation of the work; understand the main practices and achievements in local designation work, conscientiously summarize experience, identify typical examples, and promptly carry out publicity and reporting to create a favorable public opinion atmosphere. It will focus on supervising cities where designation work is slow and the quality of results is low, urge rectification and implementation in response to existing problems, ensure that designation tasks are completed on schedule and with quality, and at the same time listen to local opinions and suggestions on permanent basic farmland designation and protection, providing practical support for studying and formulating management measures for permanent basic farmland designation around cities.
The "Notice" requires that the land and resources and agriculture competent departments of all provinces (regions, municipalities) attach great importance to this supervision work, promptly report to the provincial-level people's governments, and carry out related work in accordance with the plan requirements. At the same time, in accordance with the overall deployment of the national food security strategy and the requirements for building a law-based land governance system, they must take a serious and earnest attitude, work diligently, adopt more effective measures, ensure that government orders are carried out smoothly, and make every effort to advance permanent basic farmland designation work.
