“13th Five-Year Plan” proposal states that we must adhere to the strictest farmland protection system, hold firm to the farmland red line, implement the strategy of storing grain in the land and storing grain in technology, increase grain production capacity, and ensure basic self-sufficiency in grains and absolute security of staple food rations.

Experts believe that the proposal of the strategy of storing grain in the land and storing grain in technology highlights a new path for China's food security.

“The five grains are the life of the people and the treasure of the nation.” Grain is a strategic industry that secures the world and stabilizes the people's hearts, but under worsening constraints on resources such as farmland and fresh water, what to rely on to improve the comprehensive grain production capacity has become a prominent issue facing China's sustained economic and social development.

“Proposing the implementation of the strategy of storing grain in the land and storing grain in technology through a central document reflects the central government's great attention to ensuring grain production capacity, and even more reflects a new way of thinking about food security that ensures production capacity.” said Qin Fu, a researcher at the Chinese Academy of Agricultural Sciences.

The “13th Five-Year Plan” proposal states that we must comprehensively designate permanent basic farmland, promote on a large scale farmland water conservancy, land consolidation, transformation of medium- and low-yield fields, and construction of high-standard farmland, strengthen the construction of main production areas for grain and other bulk agricultural products, and explore the establishment of grain production functional zones and important agricultural product production protection zones. Promote agricultural standardization and informatization. Improve the whole-process supervision system for the quality and safety of agricultural products from farmland to dining table, the modern agricultural science and technology innovation and extension system, and the agricultural socialized service system. Develop the modern seed industry and raise the level of agricultural mechanization.

At present, medium- and low-yield fields account for 2/3 of China's farmland area, and effectively irrigated area accounts for only a little more than half, so the situation of relying on the weather for food has still not fundamentally changed. In addition, in recent years the contribution of China's agricultural science and technology to grain production increase has increased year by year. At present, the contribution rate of agricultural scientific and technological progress has reached 56%, more than 10 percentage points higher than 10 years ago, but there is still a large gap compared with developed countries.
