This website news  To implement the spirit of Central Document No. 1, "Several Opinions on Increasing the Intensity of Reform and Innovation and Accelerating Agricultural Modernization," this year the central government arranged 500 million yuan in funding to launch the Northeast black soil protection and utilization pilot project in 19 counties (cities, districts) across the four provinces (regions) of Northeast China. In accordance with the document requirements of the Ministry of Agriculture and the Ministry of Finance, the agriculture and finance departments of the four provinces (regions) strengthened leadership and made careful arrangements, formulating and issuing implementation plans for the pilot projects in their provinces. Each pilot county (city, district), in light of local conditions, innovated working methods, solidly advanced the pilot, and actively ensured implementation.

It is reported that, in order to implement the project well, each project county (city, district) organized dedicated personnel, determined the project implementation entities, and conducted on-site office work and in-person coordination regarding technical models, implementation locations, implementation plots, work tasks, and work objectives, striving to handle this good deed well. During the coordination process, in order to better complete the project, cooperative farmers and relevant implementation personnel were actively encouraged to participate in project implementation. In Qinfu Village, Chaoxian Township, Beilin District, Suihua City, Heilongjiang Province, the Baotian Agricultural Planting Cooperative specifically went to places such as Hongxinglong Farm to study and coordinate tractor and machinery service projects. Banner leaders of Arun Banner and Jalaid Banner in the Inner Mongolia Autonomous Region led project team members in on-site office work and project coordination, encouraging farmers to actively participate in project implementation.

⟦NL> Subsidy funds in each project county (city, district) were mainly directed toward new types of business entities such as large planting and breeding households, family farms, and farmer cooperatives. Liaoning Province concentrated 100% of the funds on new types of business entities. Tieling County has 1.18 million mu of cultivated land, of which 462,000 mu has already been transferred, accounting for about 40%. The county has more than 1,000 formally registered planting and breeding cooperatives, and the black soil protection and utilization pilot project selected more than 50 of them with larger scale and better basic conditions for implementation. Faku County implemented everything through family farms with business licenses, and smaller family farms even established family farm joint associations to implement the project in the form of overall packaging.

The government purchased services from organic fertilizer production enterprises, large-scale livestock and poultry farms, agricultural machinery professional cooperatives, and other service organizations, with unified implementation, unified acceptance inspection, and unified settlement. In Nong'an County, Jilin Province, straw return to the field adopted the method of the government directly purchasing services from agricultural machinery professional cooperatives. According to Wen Yesheng, president of the Zhongyi Agricultural Machinery Cooperative in Helong Town, his cooperative planned to sign a contract with the government for deep plowing and straw return on 5,000 mu of land, and he would receive a subsidy of 100 yuan per mu. Farmers benefit, and cooperatives also have enthusiasm. The accumulation and production of organic fertilizer also adopted the method of purchasing services. Li Zhenjun of the Shunchanglong Planting Professional Cooperative in Chaoyangpo Town, Gongzhuling City, introduced that this year he accumulated and produced 4,500 cubic meters of organic fertilizer and would sign a fertilizer supply contract with the government for 300 shang of land, to be used as base fertilizer during next year's spring plowing and applied directly to the fields for farmers in nearby Dongxing Village and Zhongyangbao Village.

To ensure project implementation is in place, each project county (city, district) also conducted regular inspections and acceptance assessments of project execution, comprehensively considered annual and final performance assessments of the project, carried out scientific evaluation through cultivated land quality monitoring data before and after project implementation, and used performance assessment results as an important basis for future project funding arrangements. Tieling City and Faku County established archives for each family farm and professional cooperative serving as project implementation entities, determined GPS points for implementation plots, and used GPS to verify, register, and archive the implementation area of each technical model. They established project archives and publicly posted the project name, implementation location, implementation area, material varieties, distribution recipients, distribution quantities, and reporting telephone numbers in the village for 7 days, with photos kept on file.
