Leading enterprises are the leaders in the integrated and symbiotic operation of business entities, the guides in the integrated interaction of industrial links, and also the drivers of the integrated penetration of resource factors, and they play an important role in advancing the integrated development of the primary, secondary and tertiary industries in rural areas. Leading enterprises should actively extend the industrial chain and develop across upstream and downstream boundaries; enhance the value chain by increasing added value through deep processing and refined management; share the benefit chain so that farmers can share in the value-added returns of the industrial chain; and foster new business forms by introducing modern new concepts such as “Internet+” and “Ecology+” into production and operation activities, and innovating production methods, business models and resource utilization methods.
Chen Xiaohua stressed that transforming the agricultural development model is a main line of agricultural and rural work for a period to come. Leading enterprises are the most innovative entities in the modern agricultural operation system and can introduce advanced production factors into agriculture and connect small farmers with the large market. They are demonstrators and leaders of capital- and technology-intensive agriculture, drivers of agricultural structural adjustment and optimization, and defenders of the quality and safety of agricultural products. Next, leading enterprises should play a more active role in promoting modern agriculture, actively drive scientific and technological innovation, promote product upgrading, advance green production, and, while achieving their own transformation and upgrading, drive the transformation of the agricultural development model.

Leading enterprises can achieve scale in production by driving the development of farmers and cooperatives, and can also leverage their advantages of relatively high management efficiency, advanced technical equipment and strong financial strength to provide socialized services in important areas and key links of agricultural production, achieve scale in services, and play a unique role in developing large-scale agricultural operation. Leading enterprises can also develop modern planting and breeding industries suited to enterprise-based operation, such as high-standard facility agriculture, large-scale breeding and the development of high-end agricultural industries, while at the same time, in accordance with the requirements of the central government, grasping the principle of moderation in large-scale operation and controlling operational risks.
