This website news Recently, the National Fishing Vessel Inspection Work Conference was held in Shanghai, summarizing fishing vessel inspection work during the “12th Five-Year Plan” period and clarifying the development ideas and direction for fishing vessel inspection work during the “13th Five-Year Plan” period. Vice Minister of Agriculture Yu Kangzhen emphasized at the meeting that it is necessary to fully promote “13th Five-Year Plan” fishing vessel inspection work and strive to build a legal and regulatory system covering the entire field of inspection and supervision, a work system with strong comprehensive qualities and high professional levels, an organizational system that meets market requirements with reasonable layout and scientific configuration, and a construction supervision system that is brave in technological innovation and strict in quality supervision.
Yu Kangzhen pointed out that fishing vessel inspection is a statutory duty, an important component of fishing vessel management, the primary link in fishing vessel safety supervision, and an important driver for the modernization of fishing vessel equipment. For many years, fishing vessel inspection institutions at all levels across the country have worked hard to strengthen fishing vessel safety and quality supervision, and have done a large amount of highly effective work in legal construction, institutional teams, inspection and supervision, and convention implementation. The fishing vessel inspection cause has achieved considerable development, playing an irreplaceable foundational role and making outstanding contributions to strengthening fishing vessel management, protecting the lives and property safety of the broad masses of fishermen and the resource environment, and advancing the construction of safe fisheries and modern fisheries.
Yu Kangzhen required that fishing vessel inspection work must accurately grasp the new concepts, new thoughts, and new strategies proposed by the Fifth Plenary Session of the 18th CPC Central Committee, deeply analyze the various environmental characteristics currently faced by fishing vessel inspection work, and, in light of the actual situation of fishing vessel inspection work, find the points of combination, entry, and innovation for the work. It is necessary to focus on five breakthroughs: first, using strengthened legal safeguards as a breakthrough to comprehensively strengthen the construction of laws and regulations for fishing vessel inspection supervision and management; second, using strengthened informatization construction as a breakthrough to comprehensively strengthen the construction of inspection and supervision capacity; third, using innovation in the surveyor management system as a breakthrough to comprehensively strengthen the construction of the inspection organization system; fourth, using fishing vessel construction quality supervision as a breakthrough to comprehensively strengthen the construction of technical support for fishing vessel inspection supervision and management; fifth, using strengthened service to the central work of fisheries as a breakthrough to comprehensively strengthen the supporting role of fishing vessel safety assurance.
More than 120 people attended the meeting, including responsible comrades from relevant departments and units of the State Administration of Work Safety, the Maritime Safety Administration of the Ministry of Transport, the China Classification Society, and the Fisheries and Fishery Administration Bureau of the Ministry of Agriculture, as well as responsible comrades from fishery administrative departments and fishing vessel inspection institutions across the country and representatives from relevant fishing vessel inspection technical support units and scientific research institutes.
