Accelerate the development of the agricultural product circulation system and innovate agricultural marketing models

Report from our newspaper (reporter Zhong Xin) On November 8, during the 13th China International Agricultural Trade Fair, the Ministry of Agriculture held the first National Conference of Agricultural Product Dealers. Under the theme of “innovating agricultural marketing services, accelerating the development of a team of trustworthy dealers and benefit-farmers brokers, and making every effort to advance modern agricultural development,” the conference conducted an in-depth analysis of the new situation and new requirements facing agricultural product market circulation in the new stage, exchanged experiences in agricultural product circulation work from various regions, and promoted the development of the agricultural product circulation system. Vice Minister of Agriculture Qu Dongyu attended the meeting and delivered a speech. Vice Governor of Yunnan Province Zhang Zulin and Vice Governor of Heilongjiang Province Lu Weifeng attended the meeting and spoke.

Qu Dongyu pointed out that the development of the agricultural and rural economy has entered a new stage. Agricultural “structural adjustment and mode transformation” require giving equal attention to both production and the market. As a bridge connecting production and consumption, agricultural product market circulation has played a key role in guiding agricultural production, promoting farmers' income growth, safeguarding market supply, and prospering the rural economy. In recent years, with the joint efforts of agricultural departments at all levels and all relevant parties, notable results have been achieved in the development of the agricultural product circulation system. A multi-level circulation network has initially been established, agricultural product circulation channels have been further broadened, and the ranks of dealers and brokers have gradually improved, playing a positive role in maintaining stable agricultural production, a stable market, and stable prices. At the same time, it must be clearly recognized that there is still great room for development in the agricultural product circulation system. The notion of valuing production over the market has not yet been eliminated, the guiding role of circulation in the market has not been fully brought into play, and circulation service methods and service capabilities are still somewhat lacking. Agricultural departments at all levels need to attach great importance to this, all sectors of society need to work together, and practical measures must be taken to improve it.

Qu Dongyu emphasized that it is necessary to closely focus on the goals and tasks put forward by the Fifth Plenary Session of the 18th CPC Central Committee, firmly establish the concept of giving equal importance to production and circulation, always grasp the two themes of trustworthiness and benefiting farmers, plan scientifically, take the initiative to step into position, identify the entry points and work priorities, innovate agricultural marketing models, and accelerate the development of the agricultural product circulation system. At present and for some time to come, the development of the agricultural product circulation system should focus on doing well in four areas: first, give play to the backbone role of agricultural product wholesale markets, improve basic market conditions, provide information consulting services, and create a good marketing environment for dealers; second, with the trustworthiness development of dealers and brokers at the core, accelerate the cultivation of modern agricultural marketing entities. Support circulation enterprises in extending industrial chains, and guide dealers and brokers toward substantive, large-scale, industrialized, and branded development; third, coordinate the planning of the three channels of agricultural product wholesale markets, agricultural exhibitions, and agricultural e-commerce, innovate circulation methods, and focus on creating new forms of agricultural product circulation; fourth, implement and improve relevant circulation policies, reduce circulation costs, improve circulation efficiency, standardize market management, and create a good market atmosphere.

The meeting was presided over by Zhang Yuxiang, President of the China Agricultural Products Market Association. Relevant industry experts delivered remarks and exchanges on agricultural product circulation. At the meeting, dealer representatives were organized to sign the “Proposal for Trustworthy Business Operations That Benefit Farmers and the People,” and honorary plaques of “Benefit-Farmers Broker” were awarded to 10 representatives.
