Construction of national demonstration zones will accelerate
In recent years, China's agricultural modernization models have become increasingly diverse. Next, China will focus on innovation, transformation and leadership to accelerate the construction of national modern agriculture demonstration zones and promote the development of modern agriculture.
This was learned by reporters at the National Modern Agriculture Demonstration Zone Construction Seminar held recently in Fuzhou. It is understood that from 2010 to 2015, the No. 1 Central Document set clear requirements for the construction of modern agriculture demonstration zones, and the Ministry of Agriculture recognized three batches of 283 demonstration zones. At present, the grain produced by the 283 demonstration zones accounts for 40% of the national total, the proportion of high-standard farmland is 53%, and the comprehensive mechanization level of crop cultivation and harvesting has reached 75%, all substantially higher than the national average.
According to monitoring by the Ministry of Agriculture, by the end of 2014, among the first two batches of 153 national modern agriculture demonstration zones, 44 had already taken the lead in entering the stage of basically realizing agricultural modernization. The guidance opinions on demonstration zone construction jointly issued by four departments - the Ministry of Agriculture, the National Development and Reform Commission, the Ministry of Finance and the China Banking Regulatory Commission - clearly proposed that by 2020, more than half of the demonstration zones should enter the stage of basically realizing agricultural modernization.
Vice Minister of Agriculture Yu Xinrong said at the seminar that in the future, efforts should focus on the three aspects of innovation, transformation and leadership to advance the construction of national modern agriculture demonstration zones. Innovate development concepts, momentum and support, plan development with the concepts of industrialization and informatization, upgrade agriculture with the concept of integrated development, guide construction with green concepts, seek momentum from deepening reform, scientific and technological innovation and human capital, and further advance policy creation.
At the same time, accelerate the "four transformations and upgrades" of production methods, resource utilization methods, business methods and industrial structure. Advance the completion of infrastructure, mechanization of equipment and integration of science and technology; fight the tough battle of non-point source pollution control and develop circular agriculture; improve the land contract and operation system and accelerate the cultivation of new types of agricultural business entities; vigorously develop advantageous and distinctive industries and promote the integrated development of the primary, secondary and tertiary industries. Strengthen goal leadership, model leadership and sharing leadership, and demonstrate and drive the accelerated development of agricultural modernization.
