E-commerce vividly interprets the development concepts of "innovation, coordination, green, openness and sharing" proposed at the Fifth Plenary Session of the 18th Central Committee of the Communist Party of China. It is an important part of advancing the reform of the domestic trade circulation system, a powerful driving force for promoting the transformation and upgrading of traditional industries, and an important lever for the coordinated development of urban and rural areas and regions. In implementing the two documents of the General Office of the State Council, it is necessary to uphold development first, innovation-driven growth, adaptation to local conditions and accurate positioning, and focus on five tasks: first, promote the transformation and upgrading of traditional enterprises, encourage circulation enterprises to use technologies such as the Internet of Things, big data and cloud computing to reshape business operation models and improve service capabilities and management levels. Second, implement actions to accelerate the development of e-commerce, and on the basis of the special action plan for promoting e-commerce development, continue to increase implementation efforts, seize hot spots and produce highlights. Third, develop service consumption featuring online-offline interaction, advance the onlineization of traditional life service industries, and promote e-commerce into communities. Fourth, vigorously promote e-commerce poverty alleviation, raise the level of rural e-commerce application, and improve the precision of e-commerce poverty alleviation. Fifth, strengthen government public services, explore a practical-training-style e-commerce talent training mechanism, carry out in-depth pilot projects for e-commerce and logistics distribution, vigorously develop smart logistics, and accelerate the construction and application of commerce big data.
At the meeting, some provincial-level commerce authorities, county-level people's governments and relevant enterprises exchanged typical experience in online-offline interactive innovation and rural e-commerce development, visited online-offline interactive innovation enterprises and demonstration counties for e-commerce into rural areas in Sichuan Province, and put forward requirements for all localities to strengthen the management of projects supported by e-commerce-related policies and improve the efficiency of the use of fiscal funds.
