Ministry of Finance issues document to promote agricultural industrialization development, encourages Internet Plus Agriculture

In recent years, as the country has enjoyed consecutive years of bumper grain harvests and international grain prices have continued to decline, the state has not only refrained from loosening its support for agriculture, but has also innovated in the direction and forms of support. The Ministry of Finance today issued guiding opinions and proposed development goals. Starting from 2016, comprehensive agricultural development industrialization operation projects will focus on supporting regional agriculture with advantageous and distinctive industries, with support mainly centered on improving the industrial chain of agriculture with advantageous and distinctive industries. At the same time, it encourages the development of “Internet Plus Agriculture” and actively supports the construction of e-commerce platforms for advantageous and distinctive agricultural products.

Regarding support methods, the opinions point out that the guiding and leveraging role of fiscal funds on financial capital and social capital should be fully brought into play, the support methods of fiscal funds for agriculture with advantageous and distinctive industries should be adjusted and improved, and a diversified support system should gradually be formed, mainly based on loan interest subsidies, supplemented by fiscal subsidies, and coexisting with multiple forms such as fiscal equity investment funds.

Liu Xiaofeng, chief analyst for the agriculture, forestry, animal husbandry and fishery industry at Minzu Securities, said that for agriculture, domestic agriculture is a very large market, and domestic trade cannot be relied upon to solve the country's food problem. Therefore, the government needs to support agriculture and ensure grain production as well as food security. In addition, the methods of support need to be adjusted; what is needed now is grain and the people who grow it. The enthusiasm of grain growers must be maintained.

According to the "Comprehensive Implementation Plan for Deepening Rural Reform" issued by the General Office of the State Council earlier this month, which is the current top-level design for our country's rural reform, a mechanism for stable growth of investment in agriculture and rural areas should be established, agriculture and rural areas should be made a priority area for fiscal expenditure, central budget investment should continue to be tilted toward agriculture and rural areas, and it should be ensured that investment in agriculture and rural areas only increases and does not decreases.
