National Development and Reform Commission and other departments deploy efforts for policy-related grain procurement, storage and supervision
The National Development and Reform Commission, the National Grain Administration and other departments recently jointly issued a notice, requiring further strengthening of the “four together” mechanism and earnestly doing a good job in the procurement, storage and supervision of state policy-related grain.
The notice states that relevant branches of Sinograin, provincial-level grain administrative departments and provincial-level branches of the Agricultural Development Bank must, in accordance with their respective responsibilities and division of labor, jointly and reasonably determine procurement and storage sites (including entrusted procurement and storage sites and leased social storage sites), jointly organize the purchase and storage of state policy-related grain, jointly take responsibility for the quantity, quality, inventory management and sales outbound of the purchased state policy-related grain, and jointly implement the state policy-related grain procurement and storage policy. Clear requirements were set for the site designation stage, the launch stage, the procurement stage, the acceptance inspection stage, and the storage and outbound stages.
The notice emphasizes strictly investigating and handling all types of illegal and non-compliant acts. Local grain administrative departments and price authorities shall, in accordance with the "Regulations on the Administration of Grain Circulation", the "Price Law" and other laws and regulations, as well as relevant provisions such as the minimum purchase price policy and the state temporary storage policy, assume supervision and inspection responsibilities, strengthen supervision and inspection of policy-related grain procurement activities at procurement and storage sites, promptly discover and strictly investigate and handle all types of illegal and non-compliant acts, earnestly accept and verify and handle public complaints and reported cases, and circulate notices on typical cases. Provincial-level grain administrative departments shall strengthen the urging and guidance of supervision and inspection work by municipal and county grain administrative departments. The Agricultural Development Bank shall impose credit sanctions on enterprises that violate regulations in grain payment.
The notice requires that relevant branches of Sinograin, provincial-level grain administrative departments and provincial-level branches of the Agricultural Development Bank establish a coordination mechanism and joint conference system for the supervision of state policy-related grain procurement and storage, promptly consult and resolve contradictions and problems arising in procurement, storage and supervision. Strengthen the supervision, inspection and patrol work mechanism.
