Recently, under the guidance of the Development Research Center of the State Council and jointly hosted by the Rural Economy Research Department of the Development Research Center of the State Council and the China Economic Yearbook Press, the “2015 (Third) China Grain and Food Safety Strategy Summit” was held in Beijing. With the theme of “Transformation of Agricultural Development Mode and Continuation of Growth Momentum,” the summit focused on how to promote the transformation of agricultural development mode and the upgrading of momentum with an eye to agricultural modernization.

At present, China's economic development has entered a new normal, and agricultural development is also facing problems such as rapidly rising production costs, the prices of major agricultural products generally being higher than those on the international market, stronger resource and environmental constraints, and greater difficulty in ensuring the effective supply of agricultural products and their quality and safety. To solve these problems, it is necessary to accelerate the transformation of the agricultural development mode, shifting from extensive management that mainly pursues output and relies on resource consumption to intensive development that gives equal weight to quantity, quality and efficiency, focuses on improving competitiveness, focuses on agricultural scientific and technological innovation, and focuses on sustainability, and to take a modern agricultural development path featuring efficient output, safe products, resource conservation and environmental friendliness.

According to the white paper on China's imported food quality and safety issues from 2010 to 2014 issued by China's General Administration of Quality Supervision, Inspection and Quarantine, among the foods imported by China from 112 countries and regions from 2010 to 2014, the imported foods found not to comply with China's national food safety standards and legal requirements numbered, by year, 1,692 batches in 2010, 1,857 batches in 2011, 2,499 batches in 2012, 2,164 batches in 2013, and 3,505 batches in 2014. The total figure is not small, but the trend is still increasing. The number failing inspection in 2014 was more than double that of 2010.

Li Wei, director of the Development Research Center of the State Council, said that hidden dangers to food quality and safety remain numerous. The state of food quality and safety is highly concealed, information is asymmetric among producers, operators, consumers and regulators, and it is relatively difficult for the government to implement effective supervision, especially when facing more than 200 million farming households, more than 400,000 food processing enterprises, and more than 3 million food business entities. The existing supervisory capacity is seriously insufficient.

Industry experts said that food safety is both produced and supervised by society. For China at present, it is especially important to emphasize strict implementation of the food safety law recently issued by China, strengthening the management responsibility of local governments, strengthening grassroots management forces, and establishing an interconnected and shared information platform for quality management.

As an important exchange and communication platform in the field of global agricultural policy, this summit aims to provide opinions and suggestions for the government's scientific decision-making and for building social consensus by jointly discussing important topics such as China's food security situation from a global perspective, the transformation of China's agricultural development mode and the continuation of growth momentum, China's “13th Five-Year Plan” grain and food safety strategy, “Belt and Road” international agricultural cooperation, improving the quality of agricultural products and the level of food safety assurance, and strengthening the driving role of agricultural scientific and technological innovation.
