Huainan, Anhui Builds an Integrated Vegetable Production, Supply and Sales Industry Chain

In controlling the source, around advantageous leading industries such as soybean products, melons and vegetables, strawberries, grapes and edible fungi, support in land transfer, capital, science and technology has been increased, promoting standardized and large-scale planting at the bases.

By controlling the source and consolidating the supply foundation, building platforms and improving circulation efficiency, strengthening the terminal and ensuring a stable market, reducing risks and safeguarding vegetable farmers' rights and interests, and emphasizing supervision and ensuring quality and safety, our city is striving to build an integrated vegetable production, supply and sales industry chain, which has effectively promoted agricultural efficiency, increased farmers' income and ensured the quality and safety of agricultural products.

In controlling the source, around advantageous leading industries such as soybean products, melons and vegetables, strawberries, grapes and edible fungi, our city has increased support in land transfer, capital, science and technology, promoting standardized and large-scale planting at the bases. Online, an academician workstation and the Agricultural Technology 110 expert liaison base have been established, 20 characteristic high-quality agricultural product production demonstration bases have been built, 4 national green food raw material production bases have been created, and 149 high-quality characteristic agriculture specialized villages have been established. In building platforms, our city has innovated a new e-commerce format of “base picking——cold-chain transport——community delivery”, built a comprehensive “smart vegetable basket” e-commerce platform, connected with 50 local agricultural product bases, built 200 community “smart micro vegetable markets”, and constructed a direct fresh vegetable basket delivery system covering the main urban area. In strengthening the terminal, our city has implemented standardized upgrading and renovation of vegetable markets, carried out pilot projects for fruit and vegetable stores at the doorstep, and further improved the “vegetable basket” price stabilization mechanism such as subsidies for affordable stores. In principle, the annual funds used to support the construction and operation of affordable stores shall be no less than 15% of the total price adjustment fund. At present, the city has a total of 18 affordable stores and has completed the renovation of 15 vegetable markets, which can solve the difficulty of buying vegetables for 300,000 people. In reducing risks, our city has expanded policy-based agricultural insurance types to ten items including planting, breeding and characteristic agricultural products, building a “safety net” for agricultural production, and has already provided farmers with risk protection of nearly 1 billion yuan. In emphasizing supervision, our city has accelerated the construction of a quality and safety traceability and credit system aimed at “queryable product flow, traceable quality, recallable products and accountable responsibilities”, and built a new whole-process supervision mechanism from the place of origin to the dining table. The annual testing of various vegetable samples reaches more than 15,000, and pesticide residue exceeding the standard is controlled within 5%. In the past five years, the city has not had a single major agricultural product quality and safety incident.
