Rapid Development of the Vegetable Industry in Yangquan Drives Farmers' Income Growth
[Introduction · China Vegetable Network] During the “Twelfth Five-Year Plan” period, Yangquan City made the vegetable industry one of the three leading agricultural industries in Yangquan and adopted a series of support measures, which powerfully promoted the development of the city's vegetable industry and achieved the effect of increasing farmers' income and improving agricultural efficiency. However, from the perspective of the city's transformational development and the sustainable expansion and strengthening of the vegetable industry, the overall planning for the city's vegetable industry lags behind.
During the “Twelfth Five-Year Plan” period, Yangquan City made the vegetable industry one of the three leading agricultural industries in Yangquan and adopted a series of support measures, which powerfully promoted the development of the city's vegetable industry and achieved the effect of increasing farmers' income and improving agricultural efficiency.
However, from the perspective of the city's transformational development and the sustainable expansion and strengthening of the vegetable industry, the overall planning for the city's vegetable industry lags behind. As a leading industry in agriculture, the vegetable industry's industrial chain has not yet been formed, and great efforts are needed to advance it.
High-standard planning. Include the development of the vegetable industry as a key priority in the city's “Thirteenth Five-Year Plan” for national economic development. During the “Twelfth Five-Year Plan” period, the city proposed giving key support to agriculture as a major industry, among which the fruit industry, livestock industry, Chinese herbal medicine industry, vegetable industry, minor grain crop production and walnuts were listed as priorities. The “Thirteenth Five-Year Plan” should further refine the approach to vegetable industry development, expand the space for vegetable development, further increase the city's vegetable self-sufficiency rate, extend the vegetable industry's production chain, and achieve the goals of green ecological vegetable development and rural prosperity.
Introduce support policies. The development of the city's vegetable industry is constrained by natural conditions, and production costs are relatively high. The municipal and county-level governments should provide policy support in optimizing land consolidation and transfer. Develop the “company + base + farmer” model, expand the scale of vegetable planting, increase land output rate, guide farmers to shift from single-crop grain planting to vegetable planting, and stimulate farmers' enthusiasm for growing vegetables.
Implement the talent strategy. In accordance with the talent development strategy of “focusing on introduction in the near term, training in the medium term, and cultivation in the long term,” do a good job in training vegetable-growing talent. The more than 30 townships in the three agricultural counties and districts have not yet been equipped with specialized vegetable agricultural technicians, and filling this gap is an urgent task.
Improve the service system. The city's existing urban Xihetan wholesale market, Pingding Huatong wholesale market, and Yuxian Chengguan Xiushui Town wholesale market are all comprehensive agricultural trade wholesale markets, and their land scale, hardware facilities and management systems can no longer meet the needs of vegetable industry development. The municipal and county-level governments should work together to introduce multiple financing models such as foreign investment, joint ventures with social forces, and wholly private capital investment to build facilities at locations with convenient transportation and suitable positions, so as to meet the city's vegetable logistics distribution and market demand.
Increase the guidance of science and technology. The municipal and county-level agricultural departments should increase demonstration work for modern vegetable planting, provide farmers with timely technical support, summarize advanced experience and cultivate demonstration households for advanced vegetable planting technology, help vegetable-growing farmers master advanced planting techniques and management methods, establish the concept of relying on science and technology to advance vegetable development, and achieve high yield and high efficiency in vegetable planting.
Enhance brand awareness. The municipal and county-level governments should invest sufficient funds to improve the vegetable product quality testing system, implement production supervision, market access and quality traceability systems, so that residents across the city can consume with confidence and trust, and establish the Yangquan vegetable brand. Increase publicity and promotion for already registered vegetable trademarks, and expand the market share of branded vegetable products.
