Guangxi to Build the Largest "Winter Vegetable Basket" (Photo)

[Introduction·China Vegetable Network]According to reports, Guangxi, Yunnan and Hainan are the three pilot provinces and regions for the national “southern vegetables transported north” program. In 2014, Guangxi's winter-spring vegetable planting area and output accounted for more than half of the three provinces' total “territory”: the sown area reached 14 million mu, accounting for 82% of the region's vegetable sown area, and the output exceeded 21 million tons.
Recently, a reporter learned from relevant departments in Guangxi that the “Special Plan for ‘Southern Vegetables Transported North’ in Guangxi Zhuang Autonomous Region (2015~2025)” (hereinafter referred to as the “Plan”) was issued recently.
According to reports, Guangxi, Yunnan and Hainan are the three pilot provinces and regions for the national “southern vegetables transported north” program. In 2014, Guangxi's winter-spring vegetable planting area and output accounted for more than half of the three provinces' total “territory”: the sown area reached 14 million mu, accounting for 82% of the region's vegetable sown area, and the output exceeded 21 million tons, accounting for 84% of the region's total vegetable output. The winter-spring vegetable planting area and output accounted for approximately 64% and 66% of the three provinces' totals respectively, and the outbound transport volume was also far ahead. It is predicted that by 2020 China's total vegetable demand will be 589 million tons, and by 2025 it will reach 640 million tons. In Northeast China, North China, Northwest China (referred to as the “Three Norths”) and the middle and lower reaches of the Yangtze River, the total demand for externally supplied vegetables in winter and spring by 2025 will be 61.2132 million tons.
The “Plan” radiates across the entire region through the layout of the Beibu Gulf industrial zone and three major vegetable industry belts: the Youjiang River basin, the Hunan-Guangxi corridor, and the Xijiang River basin, in order to enhance the output, area and quality of Guangxi's winter-spring vegetables. Around production areas, the “Plan” proposes laying out 22 production-area collection and distribution centers in major “southern vegetables transported north” production areas such as Nanning, Chongzuo, Liuzhou, Guilin, Laibin and Guigang; based on existing facilities, planning production-area vegetable wholesale markets and field-side markets, and building cold-chain logistics facilities for agricultural products. Around sales areas, in major cities of 16 provinces and regions including Qinghai, Sichuan, Liaoning, Jilin and Heilongjiang, it lays out transaction and distribution zones in major sales areas and production-sales commercial flow chains. The plan includes newly building 10 production-sales commercial flow chains from Guangxi to Xinjiang, Gansu, Shaanxi, Heilongjiang, Anhui, Hunan, Jiangsu, Shanghai, Jiangxi and Zhejiang, with supporting construction of cold storage, stores, information traceability, and inspection and testing facility systems.
The “Plan” proposes that by 2025 Guangxi will achieve multiple “breakdown targets”: Guangxi's winter-spring vegetable sown area will reach more than 15 million mu, accounting for more than 85% of Guangxi's vegetable sown area. Total winter-spring vegetable output will exceed 27 million tons, with total output value exceeding 60 billion yuan. Guangxi's outbound winter-spring vegetable volume will account for nearly 30% of the total external demand of the Three Norths region and the middle and lower reaches of the Yangtze River. The cold-chain circulation rate of “southern vegetables transported north” winter-spring vegetables will reach more than 50%, the refrigerated transport rate will reach more than 60%, and the product spoilage rate in the circulation process will drop to below 10%. The number of agricultural product processing and circulation enterprises with annual sales exceeding 100 million yuan will reach more than 20, and enterprises with annual sales exceeding 50 million yuan will reach more than 30. In the main production areas of “southern vegetables transported north” agricultural products, a total of 22 production-area collection and distribution centers will be established; 16 transaction and distribution zones in major sales areas will be added nationwide. More than 30 fruit and vegetable agricultural product wholesale markets will be built in Guangxi. The quality and safety inspection pass rate of winter-spring vegetables will be higher than the national standard; the commodity processing rate will be raised to more than 90%. Through the development driven by the comprehensive pilot program for modern circulation of “southern vegetables transported north” agricultural products, the per capita net income of farmers will reach 20,000 yuan, a 1.6-fold increase compared with 2014.
