To publicize the great significance of the newly issued "Seed Law", improve the level of administration according to law, enhance the law-abiding awareness of crop seed producers and operators, and do a good job in the county's seed production and operation management work. On January 6, the County Seed Management Station organized more than 30 people, including the heads of seed enterprises within its jurisdiction and all staff of the County Seed Management Station, to conduct a systematic study of the newly revised "Seed Law".
During the study, the station leaders, in conjunction with actual work, gave everyone a comprehensive explanation of the revised content of the entire "Seed Law".
First, by comparing the old and new regulations, a comprehensive interpretation of the content of the new "Seed Law", which has 10 chapters and 94 articles, was provided. In particular, the newly added provisions after revision, the provisions with relatively major modifications, and the deleted provisions were listed, analyzed, and illustrated with examples one by one.
Second, the newly revised Seed Law reflects three major highlights: encouraging innovation and advancing the reform of the seed industry system; streamlining administration and delegating power, and giving full play to the decisive role of the market; protecting farmers' interests and strengthening primary responsibilities.
Third, future work requirements were put forward. 1. Seed management personnel are required to treat the study of the new "Seed Law" as an important task for the current period and for some time to come, to quickly set off an upsurge of study, and to expand awareness of the new law through special training, bringing the law into villages, and other methods. 2. Seed law enforcement personnel must be strict with themselves, seek fairness in law enforcement and supervision, and, in accordance with their respective work objectives and tasks, do a good job in seed market management, seed quality sampling inspections, and other work. 3. The provisions of the new "Seed Law" are clear and highly operable.
