Internet Plus Injects New Momentum into Leapfrog Agricultural Development
At present, "Internet Plus" has risen to a national strategy, and "Internet Plus" has become a new growth point for development; it is a priority supported by central and local policies, and also the focus of investment. In promoting mass entrepreneurship and mass innovation, "Internet Plus" shows even more vitality and high participation, which will surely have a profound impact on China's agricultural modernization. Based on Hubei's actual conditions, it is necessary to strengthen strategic planning and solidly advance "Internet Plus" modern agriculture to provide new momentum for leapfrog agricultural development.
Firmly seize development opportunities, and clarify the importance and urgency of advancing the work
In this year's government work report, Premier Li Keqiang clearly proposed implementing the "Internet Plus" action plan. At present, "Internet Plus" has changed from an emerging concept into ubiquitous practice, and the development of "Internet Plus" modern agriculture faces unprecedented opportunities. "Internet Plus" modern agriculture means making full use of the cross-boundary integration of a new generation of information technologies such as mobile internet, big data, cloud computing, and the Internet of Things with agriculture, and innovating new agricultural products, new models, and new business forms based on internet platforms. We must fully understand the important significance of advancing "Internet Plus" modern agriculture under the new normal.
(1) Advancing "Internet Plus" modern agriculture is an important manifestation of implementing the national strategy. Since the beginning of this year, around promoting the "Internet Plus" action, the State Council alone has intensively issued 6 important documents, with unprecedented intensity. High-level meetings were held in Suichang, Zhejiang, and Rongchang, Chongqing, to arrange and deploy the advancement of "Internet Plus" modern agriculture. In September this year, the Hubei Provincial Party Committee and the Provincial Government successively held an on-site meeting on accelerating the transformation of agricultural development modes and a work conference on building Smart Hubei, made deployment arrangements for advancing "Internet Plus" modern agriculture, and issued a corresponding series of policy opinions. It is necessary to truly grasp the relevant spirit of the central and provincial authorities, use "Internet Plus" to equip agriculture, upgrade agriculture, realize the transformation of agriculture from "growing well" to "selling well," rely on "selling well" to force "growing even better," and achieve sustainable agricultural development.
(2) Advancing "Internet Plus" modern agriculture is an inherent requirement for accelerating the transformation of agricultural development modes. In the production management link, it can realize automated and precision agricultural production, achieve sustainable development, and greatly improve production efficiency. In the marketing link, it changes consumption habits, realizes effective alignment between production and consumption, and forms a market mechanism in which consumption guides production. In the management and service link, it can establish a more effective data collection and decision-making mechanism, integrate comprehensive cloud service platforms, implement traceability management such as for agricultural product quality, and effectively improve management and service efficiency.
(3) Advancing "Internet Plus" modern agriculture is an important lever for achieving "curve overtaking" in the agricultural and rural economy. "Internet Plus" is the operating system of modern agriculture, and will subvert and transform our agricultural production, supply, and circulation chains, and promote the reconstruction of the agricultural value system. Hubei Province's only "Taobao Village" - Xiaying Village, Jianchi Township, Yunxi County - through developing e-commerce, has annual sales of 40 million yuan, and the per capita income increase of villagers has exceeded 10,000 yuan. This was unimaginable in the past. This "one village, one product, one shop" model is rapidly taking shape and developing across the province, creating good experience for modern agricultural development and deserving reference by all localities.
Act actively and solidly promote the accelerated development of "Internet Plus" modern agriculture
The "13th Five-Year Plan" period is a critical period for fully implementing the "Internet Plus" modern agriculture development strategy and accelerating the development of agricultural informatization. Strive during the "13th Five-Year Plan" period for the "12316" comprehensive service for agriculture, rural areas, and farmers to cover all villages and households, for the integrated development of the internet and agriculture, rural areas, and farmers to achieve remarkable results, for the initial completion of the online transformation of traditional agricultural industries, for the basic realization of efficient management and convenient services, and for intelligent production and networked operation to reach a new level.
(1) Accelerate the demonstration application of the agricultural Internet of Things. First, adhere to "use as the priority," rely on leading enterprises, cooperatives, and other new agricultural operating entities, and strengthen the agricultural Internet of Things industry chain. Second, fully leverage the strength of research institutes and universities, carry out research on the agricultural Internet of Things, and provide technical support for system integration, batch production, and large-scale application of agricultural Internet of Things technology products. Third, build "Internet Plus" modern agriculture demonstration bases to drive the overall development of the agricultural Internet of Things. National and provincial modern agriculture demonstration zones, provincial agricultural industrialization demonstration parks, agricultural product processing parks, and agricultural science and technology exhibition bases should play a leading demonstration role and create a batch of Internet of Things technology application models that can be seen, learned from, and replicated and promoted.
(2) Make every effort to make the "12316" service brand bigger and stronger. First, improve the platform system. Promote the extension of the virtual platform to counties, townships, and villages, maximize the coordinated use of service resources of grassroots agricultural service institutions and production and operation entities, and gradually build a platform system with homogeneous technology, shared resources, and coordinated business. Second, promote the extension of services downward. Make full use of existing facilities to develop village-level information service points and solve farmers' information needs nearby. Third, give play to the role of agricultural experts. Further enrich the expert team, combine online and offline services, combine emergency and long-term services, combine special and comprehensive services, and strengthen interaction between experts and farmers. Fourth, attach importance to the development of information resources. Focus on collecting basic information on farmers, agricultural production and operation entities, and various agricultural service teams, and establish a dynamic correction mechanism embedded in the service process, accurately grasp farmers' needs, and provide targeted precision services. Fifth, promote multi-party participation. Fully open the "12316" service system and establish a work pattern of multi-party participation and win-win cooperation.
(3) Vigorously develop agricultural e-commerce. First, cultivate market entities for agricultural e-commerce. Strengthen the informatization cultivation of new operating entities, especially new-type professional farmers, so that they can become market entities of agricultural e-commerce as soon as possible. Strengthen training and services for farmers in mobile phone internet use and develop agricultural e-commerce; this is an important measure to promote "curve overtaking" in agricultural and rural informatization. Second, coordinate new operating entities to connect with e-commerce platforms, let farmers share the value-added profits of "Internet Plus," and gradually form a development pattern of "determining production by sales." Third, do a good job in pilot promotion. Taking the integrated development of the primary, secondary, and tertiary industries as a breakthrough, carry out e-commerce pilots for fresh agricultural products and agricultural inputs.
(4) Actively promote the innovative development of agricultural big data. The core of "Internet Plus" modern agriculture lies in promoting the online and data-based transformation of traditional industries. It is necessary to coordinate existing and newly added data resources, take data sharing and openness as the core, take big data development and utilization as the focal point, and gradually form an agricultural and rural big data development pattern with comprehensive coverage, coordinated business, upward and downward interconnection, and crowdfunding and sharing. First, strengthen the construction of data centers. The provincial department has launched the construction of the provincial agricultural information center and the "12316" cloud platform, with the main purpose of promoting the integration of cross-departmental and cross-field information resources through the construction of the "1+N" platform. Second, strengthen the construction of agricultural intelligent service systems. Improve the functions of the "12316 five-in-one" agriculture-benefiting platform and accelerate the establishment of an agricultural science and technology service cloud platform. Third, strengthen the construction of agricultural administrative management and command systems. Improve the comprehensive agricultural command system as soon as possible, and gradually improve the office automation system, agricultural product quality traceability system, agricultural geographic information system, and so on. Fourth, strengthen the research, development, and application of agricultural intelligent model systems. With satellite remote sensing and BeiDou navigation applications as the focus, carry out research on key technologies of agricultural big data intelligent learning and analysis model systems, establish effective mathematical models to process data, and assist agricultural decision-making.
(5) Explore pilot implementation of bringing information to villages and households. Focus on advancing four tasks: First, relying on grid management, create a new platform for serving agriculture, promote grassroots agricultural technology services to villages and fields, promote models such as Dangyang, Yidu, and Songzi, and solve the "last kilometer" problem of agricultural technology services. Second, streamline administration and delegate power to further delegate agricultural service matters, and include all agricultural management and service matters that conform to policy, are demanded by the people, can be handled by villages and townships, and meet the conditions of the unit itself into the rural grid management platform whenever possible. Third, focus on improving the construction level of village-level stations, and, in accordance with the Ministry of Agriculture's "six haves" standard, enhance the sustainable operation and public welfare service capacity of village-level stations. Fourth, strengthen coordination and cooperation to form a strong joint force for common advancement, actively connect and cooperate with comprehensive governance departments, unify planning, form a "big data" pattern, and promote the upgrading of services for agriculture.
(6) Strive for funding support and coordinate the advancement of project construction. The main construction goals: First, relying on rural grid management, advance bringing information to villages and households according to the deployment arrangements of the Ministry of Agriculture, and build village-level information service stations covering the whole province; second, with standardized Internet of Things monitoring demonstration bases as the focus, build agricultural Internet of Things bases covering major crop varieties and advantageous agricultural product regions; third, comprehensively promote the integration of the agricultural information service system and the grassroots agricultural service system, and realize the province-wide opening and network-wide access of "12316"; fourth, with BeiDou navigation demonstration applications as the focus, promote 50,000 BeiDou terminals, and build an agricultural precision farming service system and precision scheduling system. Fifth, with the construction of the provincial agricultural information center and the "12316" service platform as the breakthrough, complete the construction of the province's smart agriculture cloud platform, and build an agricultural information service system with "12316" service as the link, village-level information officers as the window, township information points as the support, county-level service centers, and a provincial-level cloud service platform.
Strengthen leadership and provide work guarantees for "Internet Plus" modern agriculture
(1) Strengthen organizational leadership. First, strengthen institutions, attract and cultivate information talent, and the main leaders of agricultural departments at all levels should personally take charge, while leaders in charge should take charge specifically, actively integrate internal resources of agricultural departments, and enhance work strength. Coordinate the establishment of cross-field and cross-industry expert advisory committees to provide support for decision-making and implementation.
(2) Strengthen planning guidance. Incorporate "Internet Plus" modern agriculture work into the local comprehensive economic development plan, "Internet Plus" development, and modern agriculture development plans, and at the same time formulate special development plans. Fully consider the speed of internet technology development and progress, and leave room and interfaces.
(3) Implement work responsibilities. According to key links, major industries, and so on, clarify development priorities and target tasks, implement responsible entities, and ensure tasks are assigned to people and responsibilities are assigned to people. Increase supervision and service guidance to promote orderly work development.
(4) Strengthen publicity and training. Strengthen training for farmers, focusing on new-type professional farmers, new agricultural operating entities, and so on, to carry out informatization knowledge training and build an "Internet Plus" modern agriculture construction team. Strengthen training within the system, improve the pertinence of training, and enhance our "Internet Plus" work capabilities.
