Modern animal husbandry takes multiple measures to improve quality and efficiency

Since the beginning of this year, the Ministry of Agriculture has resolutely implemented the spirit of the CPC Central Committee and the State Council on advancing the transformation of agricultural development modes and structural adjustment, adopted strong measures to accelerate the transformation of the animal husbandry development mode, improve quality, efficiency and competitiveness, and achieved notable progress in building modern animal husbandry.

Transforming modes and adjusting structure, the level of animal husbandry development has risen rapidly. We continued to advance standardized large-scale livestock and poultry farming and accelerated the transformation of production modes. We carried out in depth the creation of standardized livestock and poultry farming demonstrations, newly created 410 national-level demonstration farms, bringing the cumulative total of national-level standardized livestock and poultry demonstration farms to more than 4,000, and maintained rapid growth in the level of large-scale farming. We actively advanced the “grain-to-feed” pilot, selecting 30 counties in 10 provinces and regions including Hebei to carry out pilots of converting corn to silage and high-quality forage. We formulated and issued the "Guiding Opinions on Promoting the Development of Grass-Fed Animal Husbandry" to accelerate the transformation and upgrading of grass-fed animal husbandry and further optimize the structure of livestock and poultry production.

Strengthening quality and grasping safety, striving to enhance market consumer confidence. We adhered to combining production and management and controlling at the source, strictly implemented the quality and safety monitoring plan for feed and raw milk, and severely cracked down on illegal and criminal acts such as prohibited additives in feed and raw milk. We effectively carried out quality and safety supervision of feed and raw milk, safeguarding the people's “safety on the tip of the tongue.” We organized and held the China Dairy D20 Summit, promoted the establishment of the China Dairy D20 Enterprise Alliance, implemented the principal responsibility of market entities, strengthened enterprises' sense of responsibility, and improved the quality and safety level of the dairy industry from the source.

Optimizing regulation and stabilizing production, enhancing the production efficiency of animal husbandry. In line with the needs of modern animal husbandry development, we optimized macro-control measures and gave greater play to the decisive role of the market in resource allocation. Since the end of March this year, hog prices continued to rise for 24 weeks, with an increase of 50.1%. Facing upward price pressure, we maintained strategic resolve, strengthened information scheduling and guidance, and cooperated with relevant departments to implement fine-tuned market regulation, successfully avoiding major fluctuations in hog production.

Strengthening policies and improving mechanisms, accelerating the green development of animal husbandry. We implemented in depth the grassland ecological protection subsidy and reward policy, advanced the implementation of major engineering projects such as returning grazing land to grassland and the new round of returning farmland to forest and grassland, and accelerated the ecological restoration of grasslands. We carried out pilot tests of the grass-based livestock industry, creating a group of modern grass industry production and operation entities with good returns, refined technology and strong demonstration and driving capacity. We formulated and issued the "Guiding Opinions on Promoting the Optimization and Adjustment of Hog Farming Layout in the Southern Water Network Region" to accelerate the transformation and upgrading of hog farming and advance the green development of animal husbandry.

In the next step, the development of animal husbandry will be guided by the spirit of the Fifth Plenary Session of the 18th Central Committee, adhere to the development concepts of “innovation, coordination, green, openness and sharing,” accelerate the transformation of production modes, strengthen policy support and legal safeguards, and strive to achieve the goal and task of animal husbandry making a breakthrough first in the process of agricultural modernization.
