Gansu Jinchang City Seed Work Conference Convened
On December 11th, the municipal government convened the citywide seed work conference. Attendees included leaders in charge from the municipal, county, and district governments, members of the “Jinchang City Special Rectification Action Leading Group for Illegal Acts Involving Seeds”, the municipal procuratorate, the municipal administration for industry and commerce, leaders in charge of public security and courts at the county and district levels; leaders of county and district agriculture and animal husbandry bureaus, municipal, county, and district seed management personnel, leaders of townships producing corn seed, heads of township and town agricultural centers, heads of the municipal, county, and district agricultural banks and rural credit cooperatives, the municipal seed association, and heads of seed enterprises.
The conference conveyed the guiding instructions from the province and the city regarding seed work, reported on the investigation and handling of relevant cases, comprehensively summarized the city's seed work over the past year, and objectively analyzed existing problems. It arranged and deployed key work for the next stage of seed industry development. The municipal, county, and district seed associations and representatives of corn seed production enterprises gave exchange speeches.
Su Kejian, member of the Municipal Party Committee Standing Committee and Secretary of the Municipal Discipline Inspection Commission, attended the conference and gave an important speech, emphasizing that the situation must be clearly recognized, thinking must be unified, and the sense of urgency to further standardize the order of seed production and operation must be strengthened. All relevant municipal, county, and district departments must take standardizing the order of seed industry operations and promoting the healthy development of the industry as an important current task, ensuring the healthy development of seed production and operation order; they must highlight key points, strengthen measures, and, in response to prominent problems and weak links in the order of corn seed production and operation, strengthen organizational leadership, strictly implement responsibilities, increase patrol and law enforcement, strengthen public opinion propaganda, and severely crack down on illegal acts such as unlicensed production and infringing and falsely labeling varieties, creating a good environment for the sustained and healthy development of the seed industry; they must carry out joint prevention and joint crackdown, forming a combined force, and all departments must actively build a common responsibility mechanism for law enforcement supervision featuring government responsibility, departmental coordination, social supervision, judicial crackdown, and accountability, effectively forming a law enforcement joint force and promoting the sustained and healthy development of the modern seed industry.
