Tongliao City Seed Quality Inspection Center Successfully Passes Review
The crop seed quality inspection institution qualification assessment team of the Agriculture and Animal Husbandry Department of Inner Mongolia Autonomous Region conducted an on-site assessment of the Tongliao City Crop Seed Quality Inspection Center on December 14-15, 2015, on the basis of a document review.
The Tongliao City Crop Seed Quality Inspection Center was established in October 2010 after passing the assessment of the Ministry of Agriculture, and is authorized to conduct routine inspections of crop seeds for sampling, purity, moisture, germination rate, varietal purity and other items. It undertakes market supervision spot checks assigned by the autonomous region's Agriculture and Animal Husbandry Department and the city's Agriculture and Animal Husbandry Bureau, as well as commissioned inspection tasks from other departments (individuals).
In accordance with the requirements of the document "Notice on Document Review and On-site Assessment of 5 Seed Inspection Institutions Including Tongliao City Crop Seed Quality Inspection Center" (Nei Nong Mu Zhong Zhi [2015] No. 326), and in accordance with relevant provisions such as the "Assessment Criteria for Crop Seed Quality Inspection Institutions," the assessment team assessed the institutional qualification of the Tongliao City Crop Seed Quality Inspection Center, conducting an on-site assessment on the basis of a document review. The assessment team adopted methods such as listening, observing, examining and questioning to conduct an on-site compliance audit of the inspection institution's technical capability, instruments and equipment, and management system operation. It focused on verifying whether the descriptions in the application materials matched actual implementation, reviewed personnel files, instrument and equipment files, sample management files, inspection reports, quality management system operation records, etc., and observed the entire process from receipt and transfer of inspection samples, testing, to the formation of inspection reports.
The assessment team held that: the qualification capability of the Tongliao City Crop Quality Inspection Center as an inspection institution complies with relevant provisions, the laboratory layout is reasonable, and the internal audit and management review systems are sound. Over its 5 years of operation, it has actively participated in the seed law enforcement year activities and special actions against the production and sale of fake and inferior seeds, successfully completed various inspection tasks assigned by the autonomous region and the city, and achieved notable results in seed quality supervision spot checks, commissioned inspections, technical consulting, and inspection team building. The assessment conclusion is "basically compliant."
It is recommended to further strengthen understanding and study of the criteria and management system documents. We will also promptly rectify the non-conformities pointed out by the assessment team and improve the professional quality of inspection personnel.
