An In-Depth Analysis of the Underlying Problems Behind Farmland Transfer
After the Third Plenary Session of the 18th Central Committee of the CPC, the issue of farmland transfer was elevated to an unprecedented height. All parts of the country sprang into action one after another, and the intensity of the publicity, the prominence of the trend, and the ferocity of the push were enough to overwhelm all other rural work. It is estimated that by the end of 2014, the area of farmland transferred nationwide will approach or exceed 400 million mu, accounting for about 30% of the country's contracted arable land area. In terms of the scale of China's contracted arable land, this is a fairly large proportion; following this, a number of large farmers, large farms and other operating entities have emerged that occupy several thousand mu, more than ten thousand mu, or more than tens of thousands of mu of arable land through transfer, and in terms of China's per capita arable land, this is also a fairly "astonishing" concentration of scale. In November 2014, after the General Offices of the CPC Central Committee and the State Council issued the "Opinions on Guiding the Orderly Transfer of Rural Land Operating Rights and Developing Moderate-Scale Agricultural Operations," it will undoubtedly play a regulatory role in land transfer, and the momentum of relying on administrative means to push land transfer will cool down accordingly. But based on past experience and the complexity of China's land issues, its role cannot be overestimated. The undercurrents surging beneath China's farmland transfer deeply interrogate the author's conscience, and this serves as an opportunity to explore the related issues.

What are the ways for rural cooperatives to participate in land transfer?
Developing the real economy in rural areas is inseparable from land. Right now land is scattered among smallholder farmers. How do you concentrate it for large-scale operation? If you run a production and operation project without scale, achieving good returns is also difficult. If you want scale, you have to concentrate the land from the farmers' hands.

Rural Land Transfer Should Be Conducive to Sustainable Development
The phenomenon of rural land transfer has gradually increased in recent years. While land transfer has accelerated, some problems have also emerged. For example, in some places rural land transfer is not standardized, with oral agreements replacing written contracts; some land transfers last too long, such as around 30 years

How to tackle rising farmland transfer prices through guidance and policy?
These days, the joy of the New Year's arrival seems invisible on the faces of those who transfer farmland; what worries them is that the days of growing grain on transferred farmland are no longer easy. Nowadays the purchase price of grain has approached the "ceiling," while the transfer price of farmland seems to rise ever higher, like a sesame stalk shooting upward.

Before Confirming Land Transfer Rights, the Distribution System Should Be Readjusted
For the 12th consecutive year, the Central Document No. 1 has once again focused on the "three rural issues" (agriculture, rural areas, and farmers). The Central Committee of the Communist Party of China and the State Council recently issued the "Several Opinions on Intensifying Reform and Innovation to Accelerate Agricultural Modernization," organized around five parts: modern agriculture, increasing farmers' incomes, new rural construction, rural reform, and

Building a new type of agricultural operation system is a reform matter of equal importance to collective property rights reform and one that bears on the future fate of agriculture and rural areas. Especially in recent years, as stated at the Central Rural Work Conference held not long ago,

Several Key Issues That Must Be Clarified in Farmland Transfer
To advance the reform of the rural land management system, farmers must be made active participants in and true beneficiaries of land transfer and scaled-up operation. To this end, issues such as the weighting of value and the placement of policy-based benefits after the separation of the three rights to farmland must be clarified. As rural reform continues

The key to rural land transfer lies in guidance
The 2015 Central Document No. 1 and the government work report of this session of the National People's Congress both treat rural land transfer as an important part of deepening rural reform at present, and explicitly propose guiding standardized and orderly rural land transfer, actively developing appropriate-scale operations, and raising the degree of agricultural organization

What should be avoided most in land transfer is arbitrary division
Against the backdrop of economic development entering a new normal, China's approach to agricultural development should also seek change, said Chen Xiwen, member of the National Committee of the Chinese People's Political Consultative Conference and deputy head of the Central Rural Work Leading Group, who stated that under the backdrop of slowing economic growth, continuing to strengthen the foundational position of agriculture and promoting the sustained increase of farmers' incomes is a major issue that must be resolved, and the specific approach is to accelerate the transformation of agricultural development methods and accelerate the building of modern agriculture.

Rural Land Transfer Must Avoid Pulling Up Seedlings to Help Them Grow; Steady Progress Is Key
Toward land reform, which is of great importance and yet must never be rushed, the state's attitude is prudent. Premier Li Keqiang pointed out in the government work report that to advance agricultural modernization, reform is key. Do a good job in land rights confirmation, registration and certification, and prudently carry out pilot reforms in rural land expropriation, market entry of collective operational construction land, the homestead system, and the collective property rights system.
