2014 Central Rural Work Conference Releases Major News
Recently, the Agricultural Cooperation Forum learned from an authoritative channel in Beijing that the 2014 Central Rural Work Conference is about to convene. According to a person familiar with the matter, the level of this rural work conference will still be higher than usual; the 2015 Central Document No. 1 may still focus on the "three rural issues" (agriculture, rural areas and farmers), and may involve reform of the agricultural reclamation system and the collective economy. Since the new central government took office, the 2013 and 2014 Central Document No. 1 documents began to shift from point-to-surface and from focusing on key areas to a comprehensive approach.

China's rural land system has become largely settled
Recently I returned to my hometown. My aging parents said the family's contracted land has already been given to a distant grandson to cultivate, at 500 yuan per mu per year. This amounts to collecting rent. As for the family's land, besides my parents' share, the share belonging to my married-out younger sister has also been kept, and back when I was studying, during the second round of land contracting, according to regulations I too enjoyed contracting rights, but later after I started working there happened to be a policy shift of "no increase for births, no decrease for deaths," so the contracted land was not adjusted, and thus our family's land is relatively more, several mu. There are already quite a few households like ours that cannot cultivate all their farmland and transfer it to relatives or neighbors to plant; since they are all acquaintances, no contract is signed, and the amount paid is not fixed, just roughly agreed. But market rates do exist, and currently the minimum is 600 yuan per mu (per year).

Can rural migrant workers who have moved to the city still go back to the countryside?
Today I will talk about a very cutting-edge issue: whether rural migrant workers who have moved to the city today can still go back to the countryside. Whether rural migrant workers can go back to the countryside must be discussed on two levels. The first level is whether rural migrant workers can settle down in the city. This issue is very important, that is,

Why should the three red lines for rural land be drawn?
■Drawing the three red lines can both ensure the smooth implementation of reform and prevent some people from harming the interests of farmers and the state in the name of reform, so that scarce land resources can generate more output and benefits for the state and farmers. China's rural land is divided into three types,
