Preparatory work report of the Gutian County Orchid Association (morning of March 15, 2011) Distinguished leaders, members, and friends: Good morning! Under the care and guidance of relevant departments and leaders of Gutian County, and with the active participation and strong support of the broad community of orchid enthusiasts, the various preparatory tasks for the Gutian County Orchid Association are now complete. Entrusted by the preparatory group of the Gutian County Orchid Association, I hereby present the preparatory work report to the congress for the delegates' review. I. Overall considerations for establishing the Gutian County Orchid Association Gutian has a mid-subtropical monsoon climate. The average annual temperature is 27.6℃, and the annual precipitation is 1579 mm. Winters are short and summers are long; summers are not excessively hot and winters are not severely cold. The climate is mild and very suitable for the growth and reproduction of orchids. Through collection and cultivation in recent years, orchid enthusiasts in Gutian already possess many new, rare, and unique orchid varieties, have attained a certain level of orchid growing, and count many enthusiasts among their numbers. In particular, the first Welcoming Spring Orchid Flower Exhibition held during the first lunar month was a complete success. According to incomplete statistics, the 3-day exhibition drew more than 5,000 visitor visits, achieved a certain social impact, and enhanced the public's understanding of orchids and orchid culture. In summary, Gutian orchids have a broad mass base, orchid enthusiasts hold a large stock of rare and precious cultivated varieties, and the prospects for the development of the orchid industry are broad. This is of great significance for accelerating the construction of the four Gutian goals, and it is very necessary to establish the Gutian County Orchid Association. II. Application and approval of the Gutian County Orchid Association In accordance with the Regulations on the Registration and Administration of Social Organizations and other relevant policies and regulations, in January 2010, Gutian County orchid enthusiasts Zhang Chonggong, Lai Anhuai, Yu Genquan, Jiang Shanlou, Zheng Xiaofeng, Wu Youchen, and others considered that the time was basically ripe for establishing a civil organization of orchid enthusiasts in Gutian County, and formally launched the work of establishing the Gutian County Orchid Association. This work received the attention and care of the leaders of the Gutian County Forestry Bureau. After careful study and meticulous preliminary preparation, the Gutian County Forestry Bureau decided to approve the application by orchid enthusiasts Zhang Chonggong, Lai Anhuai, Yu Genquan, Jiang Shanlou, Zheng Xiaofeng, Wu Youchen, and others to initiate the establishment of the Gutian County Orchid Association, and on January 5, 2010, formally submitted a request to the Gutian County Civil Affairs Bureau for approval to establish the Gutian County Orchid Association. In order to strengthen leadership over the establishment of the Gutian County Orchid Association and ensure the smooth progress of the preparatory work, under the guidance of the Gutian County Forestry Bureau, Gutian County orchid enthusiasts established an association preparatory work group. Qiu Weijian, the principal leader of the Gutian County Forestry Bureau, and Deputy Director Lin Shuxia repeatedly studied and arranged special topics and put forward clear requirements, ensuring that the preparatory work proceeded actively and steadily. Director Xiao Biao of the Social Organization Office of the Gutian County Civil Affairs Bureau also repeatedly listened to reports on the association's preparatory work and provided guidance. After repeated communication and coordination, the Gutian County Civil Affairs Bureau issued the Decision on Approval of Preparatory Work for the Gutian County Orchid Association (Gu Min Zi [2010] No. 002) on January 17, 2010, agreeing to prepare for the establishment of the Gutian County Orchid Association, with the Gutian County Forestry Bureau as the competent business department. In accordance with the approval requirements, we are therefore holding the founding congress today to adopt the constitution and produce the executive body, responsible persons, and legal representative.
