"The World's Most Awesome Village Chief" is resigning? Chen Yung-ho, village chief of Niupu Village in Longqi, Tainan City, fought hard against the landfill development project of OShin Environmental Company, and a work stoppage agreement was reached at a recent site inspection. But on Monday of this week, the Environmental Action Group of Tainan Community University conducted aerial photography of the landfill site and was shocked to discover that several excavators had moved in to dig a detention pond project, and a large swath of verdant hillside had been leveled flat. Chen Yung-ho, heartbroken, pointed out that OShin was "fake soil and water conservation, real construction," and slammed the Tainan City Government for shielding the consortium, asking, "How can you take the people's tax money to deceive the people?" He was so angry that he began to consider resigning.

Lai Li-ting, manager of the Management Department of OShin Environmental Company, stated that this soil and water conservation project was carried out entirely in accordance with the construction scope approved by the city government. The project was originally divided into two parts, the construction access road and the detention and sedimentation pond. The work stoppage resolution made at the on-site inspection by the Tainan City Council Public Works Committee on January 11 only referred to the construction access road portion, but the detention and sedimentation pond could still continue to be constructed. "Even if we don't build the landfill now, according to the environmental impact assessment regulations, we are still obligated to complete these soil and water conservation works, because we are the obligated party for soil and water conservation."

Tsai Kuo-chuan, chief secretary of the Tainan City Water Resources Bureau, explained that this construction was a small-scale disaster prevention project with an area of only 0.6 hectares, and was part of the originally approved soil and water conservation plan. Due to strong local opposition, the city government has already issued a letter ordering OShin to stop work and will seek a third-party impartial unit to evaluate whether there is a need for disaster prevention.
