The Food and Drug Administration confirmed that Tonsei had purchased non-food-grade coconut oil from Ting Hsin. Legislators accuse the FDA of protecting Uni-President.
As promised earlier by the Ministry of Health and Welfare, the inspection results for the 27 domestic large edible oil and fat manufacturers with capital of more than 30 million yuan were released before the end of the month. In yesterday's inspection results, during the period from 102 to 103 of the Republic of China calendar, 5 large manufacturers, including Far East Oil & Fat Co., Ltd., Formosa Oil & Fat Co., Ltd. oil plant, Vedan Enterprise Corporation Shalu No. 2 Plant, Taishan Enterprise Co., Ltd. Tianzhong Plant, and Wei-I Enterprise Co., Ltd., had all previously traded oil products with manufacturers such as Ting Hsin, Chang Guann, and Cheng I.
In addition, the widely watched Tung Ching Co., Ltd. was confirmed to have purchased non-food-grade coconut oil from Ting Hsin in 102 of the Republic of China calendar, originating from Dai Hanh Phuc of Vietnam, and after refining it sold it to Uni-President and Kai Yuan. However, products made from this batch of problematic coconut oil had all expired as of July 5 of this year. The Food and Drug Administration said it would focus its efforts on products still circulating on the market.
Large oil manufacturers traded with one another; Far East, Formosa, Vedan, and Tung Ching all purchased oil products from Ting Hsin and Cheng I
Regarding Ting Hsin's oil products, Far East Oil & Fat Company purchased palm oil from Ting Hsin during the period from January 102 to September 103 of the Republic of China calendar. This batch of palm oil was imported from Malaysia through food inspection registration. In addition, Formosa Oil & Fat Company also commissioned Ting Hsin to produce Formosa Old-Flavor Fragrant Lard (15kg). These goods were explained to the health bureau and sealed in early October of this year, awaiting return to Ting Hsin. Vedan Enterprise purchased lard from Chang Guann, Ting Hsin, and Cheng I during the period from 100 to 102 of the Republic of China calendar. In addition, Vedan also purchased problematic powdered beef tallow from Chuan Ya Co., Ltd. Sauces, sauce packets, and 16 products made from this feed, recycled lard, and beef tallow have been removed from shelves and recalled, and are being destroyed one after another.
In addition, Tung Ching Company was confirmed to have purchased coconut oil from Ting Hsin in 102 of the Republic of China calendar, and after refining it sold it to Kai Yuan and Uni-President. This batch of coconut oil came from Vietnam's Dai Hanh Phuc Company and did not meet food-grade standards, so it could not be supplied for human consumption. This batch of coconut oil flowed into Kai Yuan Food Company's multiple batches of deodorized coconut oil and refined coconut oil purchased during 102 of the Republic of China calendar, and had already been made into products such as cream balls. The last batch of products had already expired on July 5 of this year and did not circulate on the market. The coconut oil that Uni-President purchased from Ting Hsin in 102 of the Republic of China calendar was the same situation.
In addition, Tung Ching Company also had a batch of hard palm oil bought from Ting Hsin and Chang Guann, imported through food inspection registration. As to whether these hard palm oils were problematic, Jiang Yumei, acting director-general of the Food and Drug Administration, said that 95% of Taiwan's palm oil comes from Malaysia and all comes with official certificates, while the remaining 5% comes from Indonesia, and whether it is problematic will still be investigated.
In addition, Tung Ching also purchased coconut oil, soybean oil, and deodorized imported beef tallow from Nan Chiao, and Tung Ching's oil sources also included Mitsubishi Corporation. Of the 15 tons of refined beef tallow that Tung Ching purchased from Ting Hsin, 5.57 tons were shipped to Uni-President Company. This batch of problematic beef tallow was reported to the local health authorities on October 23. Because it was not voluntarily reported at the first opportunity, it violated Article 7 of the Act Governing Food Safety and Sanitation, and the local health bureau was requested by letter to impose a fine of 3~3 million yuan based on the investigation results. The remaining more than 10 tons were made into 3 products, all of which have been removed from shelves and recalled, and are being destroyed one after another.
Chen Chi-mai: The Ministry of Health and Welfare knew early that Vietnam's Dai Hanh Phuc oil and fat was feed oil, yet was three weeks late in removing Tung Ching oil from shelves
In response, DPP Legislator Chen Chi-mai presented a telegram from the representative office in Vietnam, pointing out that the Food and Drug Administration of the Ministry of Health and Welfare knew as early as October 9 that all oil and fat sold to Taiwan by Dai Hanh Phuc was feed oil, yet it was not until October 22 that Tung Ching oil was removed from shelves. In addition, the telegram that the Ministry of Health and Welfare refused to provide by all means was obtained by Chen Chi-mai through other channels after the prosecutors indicted the case, and it clearly mentioned that all oil and fat products sold to Taiwan by Dai Hanh Phuc were for feed use and could not be supplied for consumption.
Among them, the beef tallow part involved not only Ting Hsin but also Uni-President, but the Ministry of Health and Welfare delayed until October 22 to remove it from shelves as a precaution. As for the 110 tons of feed coconut oil that Tung Ching purchased from Ting Hsin last year, the Ministry of Health and Welfare also delayed until October 31 to announce it. Chen Chi-mai said that as early as October 9 it was already known that all oils imported from Vietnam were problematic, yet it dragged on for 3 weeks before being forced to confirm this to the public, which was simply shielding Uni-President all the way, utterly despicable.
Legislator Lin Shu-fen: Deputy Minister of Health and Welfare Hsu Ming-neng knew early that the oil was problematic, suspected of covering up for Uni-President
Legislator Lin Shu-fen also pointed out that Deputy Minister Hsu Ming-neng was informed by the Pingtung Health Bureau as early as October 28 that "Ting Hsin bought fake oil from Chang Guann," but he and the Food and Drug Administration, despite being fully aware, shielded Ting Hsin all the way, allowing "Healthy Kitchen Pure Olive Oil" to avoid being removed from shelves. The person in the Ministry of Health and Welfare who covered the sky with one hand was Hsu Ming-neng. In addition, Lin Shu-fen also investigated the October 3 factory inspection record of the Changhua Health Bureau's visit to the Changhua Ting Hsin oil plant this year. She found that Ting Hsin had been buying fake lard from Chang Guann since 101 of the Republic of China calendar, and even its beef tallow was feed beef tallow, but Hsu Ming-neng endorsed and insisted that the oil Ting Hsin bought from Chang Guann before March was all legal edible oil, so the Food and Drug Administration did not need to investigate. She asked, does this count as a cover-up?
Likewise, Lin Shu-fen also questioned that Hsu Ming-neng was still directing the Ministry of Health and Welfare's oil product investigation business. Today, through a leak by the Pingtung Health Bureau, it was discovered through official documents that Hsu Ming-neng knew as early as October 9 that the Vietnamese Ministry of Foreign Affairs proved that what Dai Hanh Phuc sold to Ting Hsin was not only fake edible lard, but also fake edible beef tallow, with imports reaching as high as 2476 metric tons. Only afterward did everyone learn that because Uni-President used this fake beef tallow, and because it involved Uni-President, it was concealed, and it was not until October 22, when the truth could no longer be hidden, that it was announced. Hsu Ming-neng knew as early as October 9 that Ting Hsin's coconut oil was not edible, yet did not announce what products Uni-President had made from it, because the manufacturer's name was Uni-President.
Finally, Lin Shu-fen pointed out that in this report on edible oil plants with capital of more than 30 million yuan, Formosa commissioned Ting Hsin to make fragrant lard, Kai Yuan Food purchased Ting Hsin's coconut oil, and Tung Ching bought non-edible coconut oil and then claimed to sell it to Uni-President and Kai Yuan after "refining." Tung Ching also bought beef tallow requiring deodorization from Nan Chiao. In addition, Far East Oil & Fat bought Ting Hsin's palm oil, Taishan also bought Ting Hsin's palm oil, and even the Wei-I (Wei Lih) lard that everyone loves to eat had an unclear oil source. She asked, even if these were investigated clearly, had the public truly been given an accounting?
