Ding Hsin's imported Vietnamese oil confirmed to be entirely feed-grade oil; besides the problem with lard, the beef tallow has already been made into "budget standard steaks" and entered the market.
Starting from October 11, the Food and Drug Administration has sent a letter to Vietnamese authorities for the fifth time, asking about the oil grade of Dai Hanh Phuc Company. Today, a telegram forwarded by the Ministry of Foreign Affairs to the representative office in Vietnam confirmed that "Dai Hanh Phuc Company" does not hold a food safety compliance certificate issued by the competent Vietnamese authority. Hsu Ming-neng, Deputy Minister of the Ministry of Health and Welfare, stated that it has been confirmed that Vietnam's Dai Hanh Phuc Company can only produce feed oil. Therefore, all beef tallow, coconut oil, and other products imported from Vietnam's Dai Hanh Phuc have been confirmed to be feed oil and are not fit for human consumption. The 102 beef tallow products that were originally subject to a precautionary recall have therefore all been changed to a mandatory recall, and the recalled products must be destroyed, otherwise penalties will be imposed under the Act Governing Food Safety and Sanitation.
At the same time, today the Taipei City Government Department of Health also received the latest notification that Shusen Development Co., Ltd. self-reported that since June 21, 2013, it had purchased "powdered beef tallow powder" made from Ting Hsin feed-grade beef tallow from Quanya Company for steak processing. So far, 2,866.14 kg of the "powdered beef tallow powder" has been used, and the "budget standard steaks" produced amount to more than 939,000 kg, of which more than 834,000 kg has already been sold. According to an investigation by the Taipei City Department of Health, the "budget standard steaks" produced by Shusen Company are formed by processing and shaping, can be preserved frozen for 6 months, and are mainly used to improve steak quality, making restructured meat so that the product's texture and flavor both carry the distinctive flavor of beef.
Recently, Shusen Company, through 8 distribution offices across the province, including: Keelung Business Office, Taipei City Business Office, New Taipei City Business Office, Taichung Business Office, Hsinchu County Qianyu Business Office, Tainan Chaoren Business Office, Changhua Senpin Business Office, Kaohsiung Mingchuang Business Office, and other distributors, has sold to locations all over Taiwan, affecting a total of 573 businesses including yakiniku restaurants and steakhouses. The outer packaging of these products is labeled "formed by processing and shaping," and the label is detailed as shown in the figure below.
