90 days of farming: what is the farming life really like?
"The Farmers' Health Insurance Act" has been in force for 26 years
Finally, on 2015-12-14, the Legislative Yuan passed the amendment on third reading
In the future, one must genuinely farm for 90 days
Only after an on-site inspection by the competent agricultural authority confirms actual farming can one enroll in farmers' insurance
And the main reasons for this amendment (according to news reports):
1. Farmers' insurance eligibility is divided into farmers' association members and non-members. In the past, non-members had to actually farm for 90 days before they could enroll in farmers' insurance, while members did not. Quite a few farmers' association members do not make their living from farming, yet enjoy farmers' insurance protection
And when farmers' association members reach age 65, after 15 years of enrollment, once they gift their land to children with a different household registration, even if they continue farming, they can no longer be insured, while non-members can continue their insurance. Both cases have sparked controversy
2. In the future, both farmers' association members and non-members must actually farm for 90 days and pass review before they can enroll in farmers' insurance, and farmers' association members who transfer farmland to children with a separate household registration can also continue their farmers' insurance, protecting their rights
3. In addition, before the amendment, tenant farmers had to farm continuously for 1 year before they could be insured. After the new system takes effect, this will be shortened to just 90 days to be insured, which can protect more new blood entering agriculture
The above
Looks like a kind of reform, with deregulation and also parts with strengthened regulation
But
1. Tenant farmers: what exactly is the difference between farming continuously for 1 year and 90 days, and how can it protect more new blood entering agriculture?
2. After farmland is transferred, can children with a separate household registration continue to be insured? Do they continue farming?
3. How exactly is actual farming for 90 days to be determined?
4. What meaning does the figure of 90 days represent? What is the reference value?
If you can help break through the blind spots, please advise
I hope 90 days of farming does not become 90 days of harming farming
