Post-Disaster Reconstruction Issues After 4/30, 5/9, 5/18, 5/23: Symposium on the Third Anniversary of the August 8 Flood
Because of Taiwan's geographical location and geological structure, together with the recent effects of extreme climate, natural disasters occur frequently. The 921 Earthquake of Year 88 of the Republic of China and the 88 Flood of Year 98 have repeatedly devastated this land, and to this day the work of rebuilding homes continues, facing layer upon layer of difficulties. How are we to face such a "post-disaster" period? "Post-disaster" means a continuation of the essential conditions of disaster, not an end; "post-disaster reconstruction" is even less a reconstruction project after the disaster has ended, but rather reconstruction action taken while still in the midst of an ongoing disaster.
