Pan Zhongzheng calls for not letting the flawed decision on the Third LNG Receiving Station sacrifice a 7,600-year-old algal reef coast
In order to increase the share of green energy, CPC Corporation selected the ecologically sensitive Datan algal reef area to build a third natural gas receiving station (hereinafter referred to as the "Third Receiving Station") to achieve the policy goal of "natural gas accounting for 50% of total power generation by 2025." However, according to a survey by Academia Sinica, nearly a hundred species live in the Datan algal reef, and environmental groups have also demanded that it be designated a natural landscape or protected area, but the central and local governments have passed the buck to each other, allowing the ecology to be destroyed.
Relying on their own efforts, civil society groups held 125 press conferences, more than ten large-scale advocacy actions, and countless ecological guided tours in just over two years, hoping to awaken civic awareness and stand up to political and economic forces. More than 70 civic groups jointly launched a referendum on the algal reef, Taiwan, China's first referendum petition centered on environmental ecology. The fierce confrontation between civil society and the government triggered a huge social outcry.
In the movement to protect the algal reef, the person who has contributed the most and fought the longest is Pan Zhongzheng, convener of the "Save Datan Algal Reef Action Alliance," who has been fighting for 10 years. Since the launch of the referendum, Pan Zhongzheng has endured fierce attacks and was even falsely labeled as "using nuclear power to sustain the algal reef." Pan Zhongzheng said calmly: The DPP does not speak out on environmental protection issues and does not review the flaws in the development process, only wanting to confuse the public, "but time will slowly prove the truth, and the ballot box will also prove the people's choice."

Pan Zhongzheng devoted himself to environmental protection and unexpectedly discovered that the algal reef is a treasure
After retiring from teaching twenty years ago, Pan Zhongzheng devoted himself to the environmental movement. Through the power of united efforts, he drove the oil refinery out of Guanyin and restored the stream to its pristine state.
After blocking the oil refinery, Pan Zhongzheng believed that the industrial zone was a big prize coveted by consortiums. Once the oil plant was gone, other plants would come another day, so a star-level measure would surely be needed to protect it. He recalled the algal reef he had seen by the sea when he had worked on mangrove conservation earlier. With a give-it-a-try attitude, Pan Zhongzheng invited Liu Jingyu, known as the "Mother of Algal Reefs," to hold a two-day workshop, leading everyone on night and morning observations. They gained a lot of basic knowledge, and Pan Zhongzheng also fell in love with the algal reef. "I originally wanted to use the algal reef as a means, but later I found it should be the goal, a treasure to be protected."
