US Wind Turbine Resistance 02"US Officials Suggest to Taiwan: The Government Has a Responsibility to Get the Marine Environment Straight and Propose Site Planning

(Continued from the previous article) The first "classic failure case" of offshore wind development in the United States -- the "Cape Wind Offshore Wind Project" (Cape Wind) -- went through 16 years of controversy, and the developer withdrew the case after suffering heavy losses. However, this does not mean that Massachusetts has said goodbye to wind power ever since. In the case of Cape Wind, officials deeply realized that to resolve wind power disputes once and for all, there must be a marine spatial management strategy in order to cover wind farm development issues. (For background on the Cape Wind case, please read here)

After the company withdrew the case first and officials returned to marine planning, wind power in Massachusetts also set out again. Lu Xiaoyun, associate professor in the Department of Marine Environment and Engineering at National Sun Yat-sen University, who studied this case in depth, visited Cape Wind in 2017. At that time, the Massachusetts Office of Coastal Zone Management (CZM) had already redrawn the blocks, and a wind power developer had obtained the first permit.

Bruce Carlisle, director of the CZM office, told Lu Xiaoyun that they had designated several feasible blocks in the marine management plan. For developers, these replanned potential blocks might have only 70% to 80% of the benefit, but they were locations with lower overall social cost. Carlisle said frankly that they pursued a process of citizen participation, openness, and transparency. "The 2015 marine spatial management plan can be considered as having done a good thing. At least it smoothed over 16 years of conflict and dispute and found a relatively pragmatic solution."
