Jianan Fallow 01"Water Situation Critical, 19,000 Hectares of First-Crop Rice in Jianan to Be Fallowed Next Year, Compensation Measures for Suspended Irrigation Announced

The Council of Agriculture announced today (the 25th) that in the irrigation zones of Zengwen Reservoir, Wushantou Reservoir and Baihe Reservoir in the Jianan area, 19,385 hectares of first-crop rice will have irrigation suspended and be fallowed next year, with subsidies to be given to farmers and rice-related industries. Other counties and cities will continue to be monitored; the water situation in the eastern and Gaoping areas is optimistic; in mid-December and late December, it will be announced respectively whether irrigation will be provided for first-crop rice next year in the central region and the Taoyuan-Hsinchu-Miaoli region.

The Jianan Plain also had irrigation suspensions in 2004, 2010 and 2015. In those years, the national first-crop japonica rice harvest area decreased slightly by 10%, and most farmers switched to planting green manure crops. Regarding the supporting measures for next year's fallow, some farmers in the Jianan area said that first-crop rice is the main source of annual income, and the compensation is somewhat helpful to farmers, but they hope the funds can reach the actual cultivators. Contract farming operators said that, in addition to the subsidies, they also hope that agricultural machinery loans can have lower interest rates or deferred repayment.
