In response to the prolonged COVID-19 (Wuhan pneumonia) pandemic, in addition to the first-phase 5.4 billion relief budget, the Council of Agriculture announced yesterday (the 6th) an additional 2 billion yuan in relief and revitalization measures, taking stock of important agricultural, fishery and livestock industries. Minister Chen Chi-chung announced that coarse grains, livestock, and young farmers will be included in the relief scope, and the flower industry, whose export markets in Europe, America and Japan have been hit by the pandemic, is listed as a key relief industry.
Regarding the fluctuations in the world food market that have drawn outside attention, Chen Chi-chung, given that our rice supply is ample, will consider exporting rice to supply the international market on the premise of sufficient stockpiles, which will help stabilize rice prices. As for other coarse grains, Taiwan's soybeans and corn are mainly imported from the United States and Brazil, and supply remains ample. As for wheat, because exporting countries in Eastern Europe have adopted export quotas, the Agriculture and Food Agency has already prepared a plan to subsidize operators when necessary to replace part of the flour with ground rice and grain powder to make substitute products such as rice noodles and rice cakes.

Relief financing for agriculture and fisheries, expanding the scope of application, anyone with a 50% revenue decline can apply
Minister Chen Chi-chung said that together with the first-phase 540 million yuan, the Executive Yuan has approved 7.4 billion in relief funding to inject into the agriculture and fishery industries. Agriculture and fishery industries experiencing operational difficulties can apply for relief financing assistance, with preferential interest rates and a one-year interest subsidy as relief, while the scope of application is expanded to also include coarse grains, livestock, and young farmers in the relief scope.
At present, the total amount of relief loans for agriculture and fisheries is 2.6 billion yuan, with 462 applications received and 218 approved, and a subsidy amount of 1.2 billion yuan. In addition, agricultural loans have coordinated with financial institutions to cut interest rates by one quarter-point, benefiting 170,000 borrowing households and reducing interest by 210 million yuan.
To ensure employment security, industries can submit relief requests to the government once they certify a 50% revenue decline; among them, hired personnel covered by labor insurance can apply to the Ministry of Labor, while those covered by farmers' insurance and other categories can apply to the Council of Agriculture for a three-month salary subsidy.
