The Yilan Yijie Industrial Zone is located at the border between Yilan City and Jiaoxi Township, with an area of more than 61 hectares. In response to the opening of the Suhua Improvement Highway, Yilan County is actively promoting economic development and striving to create a good life in Yilan. By securing the "Forward-Looking Infrastructure Program Urban and Rural Construction," NT$150 million in funding has been invested in public infrastructure including new roads, additional drainage, and lighting in the industrial zone. The aim is to attract businesses to move in and drive the development of the local industrial zone, linking it with the existing mature tourist factories and connecting it with the nearby famous Longtan Lake Scenic Area, enhancing the depth and breadth of visitor experiences, achieving a clustering effect, and forming a complete tourism belt.

The area was designated as an industrial zone in the 63rd year of the Republic of China (1974), and the current development rate of the entire zone is only about 40%. The southern side of the zone, adjacent to Meizhou 2nd Road, is a famous street of tourist factories, with local industries built along the road such as Kiln-Roasted Shanzhai Village, Yadian Cake, and Ju Zhi Xiang Candied Fruit. However, the large area of land on the northern side of the zone has been idle for 45 years due to incomplete public facility land, with no industries having moved in yet and awaiting development.

Yilan County pointed out that Yilan possesses unique ecological resources and environment. Future businesses interested in moving in and investing in factories, under development principles such as a certain base development scale and providing a certain proportion of public facilities, in accordance with the provisions of the "Industrial Innovation Act," shall calculate the feedback fee at 5% of the total approved land area based on the current announced land value at the time of approval, and will be permitted to have agricultural and pastoral land and forestry land reclassified as Class D building land, in order to increase land use efficiency.
