Regarding the timeline for bringing general toothpaste and mouthwash under cosmetics regulation, the Food and Drug Administration (TFDA) reaffirms that, in order to give businesses sufficient preparation time to adjust product packaging, ingredients and formulas, general toothpaste and mouthwash are officially brought under cosmetics regulation as of July 1, 2021.

The TFDA stated that, in light of international regulatory trends, bringing general toothpaste and mouthwash under cosmetics regulation means that as of July 1, 2021, general toothpaste and mouthwash must comply with the provisions of the Cosmetic Hygiene and Safety Act; products must list all ingredients, comply with rules on prohibited and restricted ingredients and microbial tolerance standards, and manufacturing plants must meet our country's standards for cosmetics manufacturing facilities, among other requirements. This will help comprehensively strengthen the regulation of general toothpaste and mouthwash and will better protect the safety of consumers in our country.
