Suihua, Heilongjiang total grain output this year 11 billion kg, 2.5 tons per capita
(Agricultural Wealth Network)    At the start of winter, good news comes from Suihua City, Heilongjiang Province: grain production has enjoyed a bumper harvest for the sixth consecutive year, with output hitting a new record high of 11 billion kg. In this major agricultural city with a rural population of 3.93 million, the per capita grain contribution reaches 2,799 kg.

"This year I planted 180 mu of corn, and it's another big harvest!" said Jiao Wansheng, a villager from Dongsheng Village, Wuliming Town, Zhaodong City, Suihua, with pride. In 2008, Wuliming Town built a 10,000-mu ton-field model area, and 336 farming households formed a corn planting cooperative, adopting advanced cultivation techniques such as open-canopy dense planting cultivation and corn plastic film mulching. Last year it set a record for high-yield grain research with 1,058 kg per mu and an increase of 300 kg per mu.

Wuliming Town is a microcosm of Suihua's efforts to boost grain production capacity. Suihua City is located in the core area of the Songnen Plain, and its more than 25 million mu of "cold black soil" lays the natural foundation for grain production. In recent years, they have seized the policy opportunity of the central government's increased support for grain production, persisted in taking the path of "optimizing structure, raising per-unit yield, improving quality, and saving costs while increasing efficiency," and continuously strengthened the construction of commodity grain bases, achieving a leap in grain production with an average annual increase of more than 500 million kg for 5 consecutive years.

Suihua City has unremittingly strengthened basic farmland water conservancy construction to "dredge the meridians and collaterals" of the black land. At present, nearly 1.1 million mu of agricultural shelterbelts have been built, forming a complete farmland shelterbelt network that protects 17.5 million mu of farmland; by taking small watersheds as units, it has carried out large-scale and continuous management of soil erosion, with a cumulative completed soil erosion control area of 6.9738 million mu. This year, the city also added 6,420 drought-relief water source wells, improved the supplementary irrigation capacity of paddy field wells by 906,000 mu, and the irrigation capacity of dry farmland reached 4.5 million mu.

In recent years, through agricultural infrastructure construction focused on "organic combination of agricultural machinery and agronomy, comprehensive advancement of wells, sheds, roads and forests, complete supporting of bridges, sluices, culverts and channels, and comprehensive upgrading of branch, main, lateral and capillary canals," Suihua has promoted scientific and technological demonstration projects such as agricultural mechanization, paddy field standardization, soil testing and formula fertilization, and model cultivation, bringing the city's high-yield grain creation area to 16 million mu, nearly 70% of the total grain crop area. Through implementing the million-mu corn high-yield research project, the million-mu rice upgrading project and the million-mu soybean model cultivation project, scientific farming models such as small-ridge dense planting, seedling transplanting and plastic film mulching have been promoted on a large scale.

Suihua has also introduced market mechanisms into agricultural production, promoting the development of farmers' professional cooperatives through methods such as "capable people taking the lead in establishing them, establishing them around advantageous industries, and establishing them relying on leading enterprises." These cooperatives purchase production materials in a unified way, implement large-scale agricultural machinery operations, contiguous management and mechanical harvesting, and greatly improve land utilization. Hu Shiying, secretary of the municipal party committee, said: "Next, Suihua will make every effort to advance the construction of an agricultural industrialization demonstration zone and a comprehensive agricultural development pilot zone, and strive to stabilize the city's grain production capacity at around 12 billion kg within two to three years, building a reliable 'green granary.'"
