Quli Village, Henan: "Tango" Turns into "Waltz"
(Agricultural Wealth Network) People familiar with dance must have a deep impression of the "tango" and the "waltz." In the "tango," one seems to retreat yet moves forward, sometimes taking a step and looking back at every turn; the "waltz" is firm and confident, unhurried, with boundless vitality shining through its liveliness.
By rights, dance has nothing to do with a village, but when you turn your eyes to Quli Village, Shisi Town, Xin'an County, deep in the mountains, you really cannot help but associate the two.
Entering Quli Village, the novel dwellings, the clean and spacious roads, and the square with complete facilities all exude the spirit of the new countryside era. Yet it was precisely such a village that, just a few years ago, was the county's famously "backward village" and "petitioning village." On the path of development, the village either hesitated and stood still, or took one step forward and two steps back, just like the "tango" in dance.
In 2005, the village's new leadership team took office. Village Party branch secretary Wang Xiaobo led the village team members in seizing every opportunity to go deep among the masses, listening to opinions, seeking out problems, planning sound measures, and pursuing development. In order to create a harmonious and orderly social environment, the village formulated the "Detailed Rules for the Implementation of the Villagers' Convention," regularly conducted legal education for villagers at the law popularization school, and established a new countryside construction council, a council for major red and white events, and more. It also vigorously carried out the selection of good mothers-in-law and good daughters-in-law, which harmonized neighborly relations and strengthened family bonds. To build a communication platform for the whole village, the village branch took advantage of the village's relatively high network coverage and created a "QQ group" belonging to the villagers themselves, encouraging villagers and migrant workers from the village to use this platform for communication and exchange. The village committee adopted this novel and unique method to solve the issues of greatest concern to the masses and to fully mobilize villagers' enthusiasm for participating in self-governance. A new atmosphere of "unity, pursuit of development, and joint promotion of harmony" emerged in the village.
In practice, the village gradually came to understand the profound meaning of scientific development. Relying on its unique location advantages and resource advantages, it developed biogas and breeding industries, built a high-efficiency agricultural ecological park, and took the path of circular agriculture development. Through investment promotion, it built Luoyang Zhongqian Wood Industry Co., Ltd., employing more than 100 laborers. At the same time, the village Party branch and village committee actively coordinated with relevant departments to restore the normal operation of the village coal mine, which drove the development of the transport industry.
Once the collective coffers were fuller, the first things the village team thought of were the village's public undertakings and the villagers' welfare benefits. They successively invested more than 5 million yuan to renovate water, electricity, roads, schools, cultural facilities, and more. In particular, the newly built leisure square, the village committee cultural compound, and two artificial lakes of 4,000 sq m not only improved the villagers' living conditions but also became a highlight of new countryside construction in Xin'an and even Luoyang.
Today's Quli Village has social stability, harmonious neighbors, and rapid development. Last year, the village-run enterprises achieved more than 5 million yuan in profits and taxes, and the village's per capita net income reached more than 5,000 yuan. The village has successively won honorary titles such as "Henan Province Environmental Protection Demonstration Village" and "Henan Province Ecological Civilization Demonstration Village."
