Yuan Xueping of Guang'an City, Sichuan: the "pig man" who leads his fellow villagers to prosperity
(Agricultural Prosperity Network)    When you approach Lushi Town in Huaying City, surrounded by green mountains with clear waters winding around the town, the first thing that meets your eyes are the houses built of red brick and green tiles along Lushi Avenue, and the owners of these houses are the large-scale pig breeding proprietors renowned throughout the Huaying mountain area, such as Yuan Xueping.

    Entrepreneurship: perseverance means victory

Yuan Xueping is now the proprietor of Guang'an City Hongyuan Breeding Pig Farm. He is 42 this year, a member of the second Guang'an City Committee of the Chinese People's Political Consultative Conference, and a member of the sixth Huaying City Committee of the Chinese People's Political Consultative Conference. He is a rural youth who, because his family was poor and his parents were often ill, left school at 17 and went out to work to earn money to support the whole family. Guided by the state's policy of enriching the people and with the care and support of governments at all levels, he returned home from working elsewhere to start a business. In 1980, using 400 yuan he had saved from working and 1,500 yuan borrowed from relatives and friends, he set up a simple handmade flour-milling workshop. Thanks to his hard work and diligence, seven years later he had not only repaid the loans but also saved 50,000 yuan in cash. In 1996, after carefully analyzing market conditions, Yuan Xueping decisively invested all of his accumulated 50,000 yuan in expanding the flour mill. He rented someone else's idle factory building and set up a relatively advanced local flour processing plant, the Mingxing Flour Mill, and by 2001 it had become the largest private flour processing enterprise in Huaying City.

Yuan Xueping is a shrewd farmer-entrepreneur. Starting in 2002, he carried out a fairly large-scale industrial shift. Advocated and encouraged by the state and governments at all levels, he invested 2 million yuan, leased nearly 20,000 sq m of the factory buildings of the former Hongguang Factory in Huaying City, and after renovation built a breeding pig farm and fattening pig housing. He successively purchased 8 high-quality breeding boars and 500 high-quality breeding sows of LY, YL, Landrace and Yorkshire lines, and 1,200 piglets from Chongqing, Rongchang, Mianyang, Jianyang and other places, and began breeding pig reproduction and large-scale fattening pig farming. Unexpected misfortune struck: as soon as Yuan Xueping's pigs were brought back, they began to fall ill. Within three days, 15 had died, with losses of nearly 20,000 yuan, and the trend was spreading. Yuan Xueping was as anxious as an ant on a hot pan, not knowing what to do. At this critical moment, the local Party and government and the animal husbandry authorities extended a helping hand to him. The care and support of the organizations and the animal husbandry authorities deeply moved Yuan Xueping and further strengthened his confidence in development.

Before one wave had subsided, another rose. Just as Yuan Xueping's pig farm had finally got onto the track of development, he encountered a new problem. The factory buildings he had leased were old ones left behind after the former Hongguang Factory relocated in 1997. In the second half of 2002, because Huaying City needed to attract investment, Yuan Xueping's pig farm had to be relocated. Although he received 700,000 yuan in compensation, he still suffered relatively large losses, but in order to take the overall situation into account, he resolutely moved out of the former Hongguang Factory.

Entrepreneurship, failure, success, failure again... but he had one belief: perseverance means victory. At the end of 2002, Yuan Xueping again rented 15 mu of land in Group 3 of Liushuigou Village, Lushi Town, with a total investment of 2.8 million yuan,

and within two months built a brand-new large-scale pig breeding farm, the Guang'an City Hongyuan Breeding Pig Farm; it currently holds 500 high-quality breeding sows of LY, YL, Landrace and Yorkshire lines and 10 breeding boars. After several years of operation, the results have been relatively good. It has cumulatively marketed more than 20,000 pigs, annual sales revenue has reached more than 10 million yuan, it has paid more than 800,000 yuan in taxes and fees to the state, and it has provided employment for more than 180 surplus rural laborers.

Development: leading fellow villagers to prosperity

"One flower blooming alone is not spring; only when a hundred flowers bloom together is the garden full of spring." This is Yuan Xueping's pet phrase. For villagers willing to raise pigs, he laid down a "three-point" preferential policy: first, concede 5% on price, and for poor households allow them to raise pigs on credit first and pay after the pigs are marketed or the sows farrow and produce returns; second, provide free guidance on feeding techniques; third, purchase all piglets bought by the masses at market price after they are fattened, with purchase and sales contracts signed as a guarantee.

Over the past two years, Yuan Xueping has sold 657 piglets on credit to poor households throughout the town, with credit amounting to more than 100,000 yuan and price concessions of more than 10,000 yuan, thereby promoting the development of the town's pig industry, and Lushi Town thus became a well-known pig development base town in Huaying City. Wang Dexiu of Group 2 of Shankoumen Village in the town is a well-known poor household in the village; her parents are elderly and chronically ill, all three children are in school, the family is very poor, and annual income is less than 5,000 yuan. Wang Dexiu bought 30 piglets on credit from Yuan Xueping's pig farm to raise at home, and after more than two years expanded to 100, with annual income reaching 100,000 yuan and net income reaching 40,000 yuan, thus throwing off the label of poverty. Hu Guilin of Group 3 of Dashiba Village in the town bought 20 piglets and 5 breeding pigs on credit from Yuan Xueping's pig farm to raise at home, and in only two years annual income reached 80,000 yuan and annual net income reached 30,000 yuan, thus embarking on the road to prosperity through pig raising. Driven by Yuan Xueping, most poor farming households in Lushi Town escaped poverty by relying on pig raising, and some of the masses became rich by relying on pig raising.

In addition to raising breeding pigs, Yuan Xueping currently has 1,410 fattening pigs on hand; this year he has already marketed 1,120 pigs, achieving an output value of 2.2 million yuan and net income of 360,000 yuan. Yuan Xueping told this writer: he plans to continue expanding the scale on the existing basis and make the whole town a veritable town of prosperity through pig raising.
