Yunnan Huaning Launches Poor Village Mutual Aid Fund Pilot Project
(Agricultural Wealth Network)    In order to effectively strengthen the "self-development" capacity of poor farming households, promote the development of agricultural production toward specialization and large-scale operation, and further drive sound and rapid economic development in the county's impoverished areas. Huaning County applied to implement the poor village mutual aid fund pilot project, and recently, the project successfully passed review by the municipal-level pilot project review panel.

The poor village mutual aid fund pilot project is a key project implemented across the province in accordance with the spirit of the Notice on Further Improving the Pilot Work of Mutual Aid Funds in Poor Villages issued by the Provincial Poverty Alleviation Office and the Provincial Department of Finance, aimed at further exploring and improving new mechanisms for the use and management of fiscal poverty alleviation funds, alleviating the shortage of production development funds and difficulty in obtaining loans in poor villages and among poor households, increasing the income of poor people, and enhancing the capacity of poor villages and poor farming households for self-accumulation, self-management, mutual assistance, and sustainable development.

"Mutual aid funds" are production development funds established in poor villages that are guided by fiscal poverty alleviation funds, supported by mutual aid contributions voluntarily paid by villagers at a certain proportion, and supplemented by social donation funds with no conditions, operating under the principle of "owned by the people, used by the people, managed by the people, shared by the people, used in rotation, and developed through rolling reinvestment." Through the active efforts and assessment of the county's relevant departments, the county's poor village mutual aid fund amounts to 1 million yuan, arranged for pilot projects in 8 villager groups - Tonghongdian, Lannitang, Tangzi, Xiaopozuo, Xiaolongtan, Dashidong, Bagengjiao, and Wandeping - across 5 village committees in the two townships (towns) of Tonghongdian and Panxi Town, involving 853 poor households and 3,222 people. The leading industries planned for support include the development of 1,500 mu of citrus, 300 mu of walnut, 1,500 mu of honeysuckle, and 200 mu of vegetables, while also supporting 130 households per year in pig and cattle breeding.

To ensure the effectiveness of this work, the county party committee and government attached great importance to it. On the basis of organizing surveys and fact-finding, they formulated the "Huaning County Poor Village Mutual Aid Fund Pilot Work Plan," the "Fund Management Measures," and the "Management System," and established a poor village mutual aid fund pilot work leading group headed by the deputy county magistrate, with poverty alleviation, finance, and other relevant departments as members. They clarified the purpose of carrying out the mutual aid fund pilot work, the conditions of pilot villages, funding sources, use and management, implementation steps, organizational management, and supervision and inspection, among other contents.
