200,000 mu of poor farmland in Wuzhong, Ningxia tied to "official hats"
(Agricultural Wealth Network) Recently, the Wuzhong Municipal Party Committee inspection team conducted acceptance checks on the autumn farmland water conservancy construction responsibility areas contracted by various government departments and units, and those that failed were immediately ordered to redo the work. Since the autumn agricultural water conservancy campaign began, Wuzhong has been checking and filling gaps in land consolidation, facility agriculture water supply, and raised-field construction, achieving "connected ditches, straight canals, square fields, lined trees, and straight roads" to high standards. All units have tasks to contract and improve "poor farmland," and the Municipal Party Committee has established a last-place elimination system, under which responsible persons ranked at the bottom will be removed from office.
Recently, the Wuzhong Municipal Party Committee issued a notice that this year it will conduct evaluations and rankings of basic farmland water conservancy construction in each county (city, district). For the counties (cities, districts) ranked last and second-to-last, the heads of the bottom-ranked townships and the water affairs bureau directors will be removed from office, and the county (city, district) leaders in charge will be reassigned; for counties (cities, districts) that fail to complete their tasks, the main heads of the bottom-ranked townships and the water affairs bureau directors will be dismissed, and the county (city, district) leaders in charge will be removed from office and may not be promoted or appointed for two years.
This autumn, the city plans to improve 200,000 mu of low- and medium-yield farmland, with 60,000 mu under high-standard improvement; develop 190,000 mu of high-efficiency water-saving supplementary irrigation, dredge 4,700 km of ditches, and complete raised-field construction on 800,000 mu; implement seven urban water system comprehensive improvement projects, including the reconstruction and expansion of standardized embankments along the Yellow River; implement the Taiyangshan water supply project to solve drinking water safety problems for 50,000 people, and relocate and resettle 8,800 migrant households, among other things. The Municipal Party Committee has designated contracted responsibility areas for more than 6,000 government cadres.
The Malianqu Township government and responsible units used 13 million yuan from the national small-scale agricultural water project and land consolidation project to implement three water conservancy projects: water-saving renovation of terminal canal systems, comprehensive agricultural development, and land consolidation. This enabled the improvement of 3,000 mu of low- and medium-yield farmland in the township, with average grain yield per mu expected to be 150 kg higher than before, increasing income by 2.4 million yuan.
