Longxingchang Town in Inner Mongolia advances agricultural and livestock industrialization through the Scientific Outlook on Development
(Agricultural Wealth Network)    Walking into the greenhouse of Yang Jinsuo in Lianhe No. 2 Cooperative of Longxingchang Town, Wuyuan County, the verdant tomato seedlings are covered with colorful small tomatoes. Amid the tomato seedlings, Lei Qiang, Party Secretary of Longxingchang Town, and Han Junyi, Town Mayor, were asking Old Yang about the tomato sales situation. Looking at the thriving seven-color tomatoes, Yang Jinsuo said happily: "In the past, when I farmed open fields, my annual income was only 10,000 to 20,000. Last year I built two greenhouses covering one and a half mu, and this spring I earned 30,000 just from growing tomato seedlings. Now these greenhouse tomatoes are estimated to bring in another 10,000 to 20,000. I farm less land, but my income is actually higher. With officials planning strategies for us, there is no worry about not getting rich!"

Longxingchang Town is located where the Wuyuan County government is seated, and is the political, economic and cultural center of Wuyuan County. In recent years, with the expansion of urban construction and the increase in land used for industrial park construction, the arable land available to suburban farmers, who originally had relatively little land per capita, has sharply decreased, and some farmers have thereby lost the land their ancestors relied on for survival. How to resolve the increasingly prominent urban-rural contradictions? Where will farmers who have lost their land go? How can the bottleneck of farmers' difficulty in increasing income be broken? A series of problems has plagued the reform, development and stability of Longxingchang Town.

In response to the existing problems, since the launch of the third batch of activities for deeply studying and practicing the Scientific Outlook on Development, the main leaders of the Party Committee and Government of Longxingchang Town have conducted in-depth research, identified problems, solicited opinions, visited more than 4,000 person-times of the masses, solicited 693 opinions and suggestions of various types, and sorted out and summarized 103 problems in 8 major categories. On this basis, closely centering on the overall requirements of "Party members and cadres receive education, scientific development reaches a higher level, and the people gain real benefits," and with the theme of "seeking practical results through scientific development and coordinating urban and rural areas to promote harmony," Longxingchang Town established the development direction of "adhering to scientific development, giving play to suburban advantages, developing modern agriculture, and increasing farmers' income." Suburban farmers who lost their land changed from farming open fields to becoming vegetable growers in greenhouses, and from scattered and dispersed livestock raisers to specialized herders in breeding communities. With modern agriculture, Longxingchang Town has embarked on a new path to enrich the people.

In the thousand-mu facility agriculture demonstration park of Jiu Cheng No. 4 Cooperative in Longxingchang Town, the greenhouses newly built this year are under intense construction, while the greenhouses built last year are already lush and verdant. Jia Zhen, only 25 years old this year, operates a greenhouse here, and the fresh cucumbers inside still have flowers on their tips and thorns on their bodies. Jia Zhen said: "These cucumbers in this greenhouse just came onto the market these past few days, at 8 mao per jin, and more than 80 jin can be picked every day. This year is my first time growing in a greenhouse. In my spare time, I go online to learn about planting and management techniques."

According to Han Junyi, Town Mayor of Longxingchang Town, in developing facility agriculture, the town, in accordance with the overall requirements of "surrounding the town and following the roads, close to villages, concentrated and contiguous, and scaled development," formulated the development approach of "expanding scale, meeting standards, creating brands, and expanding markets." In 2009, the town built 1,441 new greenhouses covering 2,370 mu, bringing the total to more than 3,700 covering more than 5,000 mu, among which there are two concentrated and contiguous thousand-mu modern agriculture demonstration bases, radiating and driving 8 surrounding suburban villages, with plans to develop to 10,000 mu by 2010. According to a survey of some greenhouse growers last year, the average net income per mu of greenhouses in the town was about 30,000 yuan, more than 20 times that of open-field cultivation. Based on this calculation, after the 2,500 mu of newly built greenhouses in Longxingchang Town this year are put into operation, they can increase farmers' income by more than 50 million yuan. The next step is to continue developing and expanding the scale of facility agriculture, build a local trading wholesale market, launch the Longxingchang Town Green Organic Vegetable Professional Cooperative, promote the "Gujun Lvyuan" brand, implement order-based production, and build a high-efficiency and distinctive economic belt in the suburbs.

The comprehensive promotion of facility agriculture has not only found a way out for farmers who lost their land, but also effectively increased farmers' income. However, the majority of livestock raisers still generally face the problems of small breeding sites, simple facilities, and difficulty in expanding the scale of development. How can the development space of the majority of livestock raisers be enhanced? To this end, Longxingchang Town formulated the animal husbandry development approach of "regional layout, scaled breeding, park-based construction, specialized services, and market-oriented operation," taking the mutton sheep industry as a breakthrough, pig breeding as the lead, and the construction of scaled and standardized breeding communities as the focus, to accelerate the development of facility animal husbandry. Up to now, the town has built 12 new high-standard mutton sheep breeding communities, implemented the "three thousand, one hundred" sheep-raising project for 746 households, promoted the "five thousand, two hundred" pig-raising model, and implemented 100,000 fattening pigs and 2,500 breeding pigs. At the same time, a high-standard mutton sheep breeding park was planned and built in Dongniuju No. 1 Cooperative, and currently 8 large breeding households from the suburbs are preparing to move in.

Chang Haiming of Rongfeng No. 2 Cooperative now raises more than 4,000 sheep, with more than 12,000 marketed annually and annual income between 800,000 and 1 million yuan. Chang Haiming said: "After moving into the breeding park, the supporting facilities will be more complete, my breeding scale may expand further, and the benefits will be better."

When talking about the development direction of facility animal husbandry, Lei Qiang, Party Secretary of the town, said: "After various breeding communities and large-scale breeding households are completed, we will operate using the model of 'leading enterprise + cooperative + base + farmers,' establish professional cooperatives in accordance with the law, register trademarks, and carry out operations strictly in accordance with the supporting measures of the 'five good' of good breeds, good methods, good feed, good housing and good veterinary care, and the 'three unifications' of unified breeding, unified purchasing and unified sales, scientifically plan, make every effort to create brand effects, and drive more farmers to become wealthy together."
