Land-for-security in Jiading, Shanghai: farmers who have left the land have something to rely on
"Land" for "security": farmers who have left the land in Jiading, Shanghai, have something to rely on
(Agricultural Wealth Network) Recently, a government-funded measure aimed at expanding the coverage of small town social insurance for five age groups in Nanxiang Town, Jiading District, was officially implemented.
In recent years, with urbanization and the accelerated development of secondary and tertiary industries, rural land has become less and less, and the security problem of farmers who have left the land has never been fundamentally solved. Since Nanxiang Town launched its study and practice of the Scientific Outlook on Development, in accordance with the requirements of "Party members and cadres receive education, scientific development reaches a higher level, and the people receive real benefits," how to raise the level and standard of social security for farmers who have left the land and speed up the process of turning farmers into urban residents has become one of the current key tasks of the town Party committee and government.
The pace of urbanization has gradually taken "farming and autumn harvest" away from our lives, and more and more farmland has been replaced by factory buildings, leaving a considerable number of farmers who have left the land trapped in the dilemma of "no land, no security." Since 2003, the city took the lead nationwide in introducing the "town insurance" system, which has to a great extent solved the basic social security of farmers who have left the land, and Nanxiang Town has also, in 3 batches, successively resolved the "town insurance" and land expropriation pension work for farmers who have left the land in some age groups.
For farmers who have left the land and voluntarily participate in "town insurance" through land registration, after filling out the application form and signing the four-party land transfer agreement, the town government will, in accordance with the principle of integrated linkage of social security implementation, land disposal, and household registration conversion, use 60% of the previous year's average wage of the city's employees as the contribution base and implement "town insurance" for them in a one-time payment.
The introduction of this policy will not only bring all farmers who have left the land in the five age groups of Nanxiang Town into the scope of "town insurance," but will also reduce the burden on farmers in such areas as old-age support, medical care, and unemployment, enabling the broad rural populace to share in the fruits of reform and development.
After preliminary survey work, Nanxiang Town has about 1,600 or more farmers who have left the land and are eligible for this town insurance policy, with total government investment of nearly 200 million yuan. Nanxiang Town has established a leading work group, and the specific work was fully launched this month and will be fully completed by early next year.
