Zoucheng City, Shandong Achieves Good Results in Implementing Various Agricultural Benefit Policies
(Agricultural Wealth Network)    Since the beginning of this year, authorities at all levels and agricultural departments in Zoucheng City have earnestly implemented the spirit of Document No. 1 of the Central Committee, Shandong Province, and Jining Municipal Party Committee. Centering on the agricultural economic development goals of "stabilizing grain production and increasing income, improving quality and efficiency, consolidating the foundation, and emphasizing people's livelihood," they have vigorously pursued the implementation of various agricultural benefit policies and achieved good results.

First, all grain planting subsidies have been distributed to farming households. This year, the city verified a direct wheat subsidy area of 643,600 mu, with a direct subsidy standard of 14 yuan/mu, totaling 9,010,900 yuan in subsidy funds; comprehensive subsidies for agricultural production materials totaled 45,035,300 yuan, all of which have been fully distributed, benefiting 800,000 farmers in total.

Second, improved seed subsidies have achieved full coverage. This year, improved seed subsidies for wheat, corn, and cotton in the city achieved full coverage. In 2009, the city's improved seed subsidy area was 1,214,700 mu, with subsidy funds of 12,247,500 yuan, including 644,600 mu for wheat with subsidy funds of 6,446,000 yuan, 550,000 mu for corn with subsidy funds of 5,500,000 yuan, and 20,100 mu for cotton with subsidy funds of 301,500 yuan. (Subsidy funds are allocated by the central finance through each province.) All funds have been fully put in place.

Third, agricultural machinery purchase subsidies have been fully allocated. In 2009, the city's total agricultural machinery purchase subsidy funds amounted to 7,870,000 yuan. Among these, central and provincial subsidy funds totaled 4,870,000 yuan, and municipal and county-level subsidy funds totaled 3,000,000 yuan. These funds were paid directly by finance departments at all levels to the relevant agricultural machinery suppliers and have all been fully allocated.

Fourth, the pilot policy-based wheat insurance was successful. In 2009, Zoucheng City was designated by the provincial government as one of the pilot cities for policy-based agricultural insurance. The city determined that the insurance liability scope for policy-based wheat agricultural insurance covers irresistible natural disasters such as fire, hail, wind, frost, and flood. The insurance premium is 5 yuan/mu, and the insurance amount is 200 yuan/mu. At present, the city has completed the centralized insurance enrollment work. The city's total insured area is 490,600 mu, with subsidy funds of 1,962,400 yuan, including 981,200 yuan in central and provincial subsidies, 196,200 yuan in Jining City subsidies, and 392,400 yuan in Zoucheng City subsidies.

Fifth, tens of millions were invested to implement the standard farmland project. The 15,000-mu standard grain field construction project in Xiangcheng Town has a total investment of 4,420,000 yuan, a development area of 15,000 mu, involving 15 administrative villages with a total population of 13,000; the 19,000-mu standard grain field construction project in Shiqiang Town, Zoucheng City has a total investment of 5,710,000 yuan, a development area of 19,000 mu, involving 10 administrative villages (farms) with a total population of 14,000. The project area has been built into modern standard grain fields with "fields in square shapes, connected canals, linked roads, irrigation in drought, drainage in flood, access for machinery, transport of materials, fertile soil, and high output." The comprehensive grain production capacity in the project area will be significantly improved, with an expected annual grain yield per unit area increase of 17.%, reaching 1,030 kg/mu, and an additional 2,250,000 kg of grain. The bidding work for the 19,000-mu standard grain field in Shiqiang Town has now been completed, and the project's civil engineering and field engineering have been fully launched.

Sixth, the "one pond, three renovations" ecological homeland construction has achieved notable results. At present, the city has carried out "one pond, three renovations" ecological homeland construction in 460 villages across 16 towns and subdistricts, completing 21,251 households with "one pond, three renovations," building 3 large-scale straw gasification stations, constructing 3 large-scale biogas digesters for large-scale breeding farms, and establishing 23 biogas service outlets. The "one pond, three renovations" ecological homeland construction has achieved notable results, and the village appearance and farmers' production and living environment have continued to improve.
