Hexhan District, Hunan: "Household-tied Assistance" Delivers Real Results
(Agricultural Wealth Network) Hu Guoyun, a migrant worker returning to his hometown in Cangshuipu Town, Hexhan District, Yiyang City, intended to set up a woven bag factory in his hometown. Town officials helped him select a factory site and handle the procedures, and it took only a few months to complete construction and start production. So far, 144 surplus rural laborers have been employed.

During the in-depth study and practice of the Scientific Outlook on Development, Hexhan District organized government officials from townships (subdistricts) to carry out "household-tied assistance" activities, which achieved relatively good results. By early November, government officials from townships (subdistricts) across the district had visited assistance recipients more than 20,000 times, collected more than 8,500 items of information on social conditions and public opinion, carried out various services more than 6,000 times, and solved more than 1,400 problems of various sizes for the masses.

In order to ensure that the study and practice activities achieve real results, the CPC Hexhan District Committee and the District Government required each party member official in every township (subdistrict) to connect with more than 10 assistance recipients, visit them at their homes at least twice a month, take the initiative to talk with them, understand their thinking, listen to their voices, and offer them warmth and solve their problems. At the same time, they helped the masses develop production and served as guides leading the masses to prosperity. With the assistance of departments and units such as the district labor and social security department and the employment training center, each township (subdistrict) held various practical technical training sessions according to local people's needs, training nearly 2,000 migrant workers, helping more than 4,500 people find employment or re-employment, and supporting a number of returning migrant workers in starting their own businesses; they actively guided the orderly transfer of rural land to large farming and breeding households, with 346,000 mu of land already transferred, and more than 100 large grain-growing households emerging.

This summer, Hexhan District suffered a sustained drought, and party member officials and villagers in each township fought the disaster shoulder to shoulder to ensure a bumper harvest of crops. In Daifeng Village, Lanxi Town, the main drainage channel, "Harvest Canal," had been in disrepair for years and was seriously silted up. Town officials stationed in the village raised 120,000 yuan in funds and organized villagers to dredge the channel, improving the ability to withstand natural disasters.
